Description
The Insurance Corporation of British Columbia (ICBC) gives notice that it intends to renew and extend its contract with Hewlett Packard Enterprise Canada Co. (HPE), located at 1875 Buckhorn Gate, Mississauga, ON L4W 5N9, Canada, for the following:
(1) HPE Ezmeral Managed Services
(2) HPE Product licenses
(3) HPE Ezmeral Data Fabric Professional Services
ICBC intends to exercise its option to renew for 2 years and extend and direct award for 1 additional year. The overall contract renewal term is 3 years.
The full value of the extension is $4,200,000 over three years. The value of the 1 year direct award is approximately $1,400,000 plus taxes.
ICBC conducted a competitive public procurement for Hadoop Solution and Services in 2017 (Negotiated Request for Proposal 2017 – 108) and selected the MapR’s on-premise platform in 2018 for a 5 year term, with the option to renew for three additional periods of 2 years.
HPE acquired MapR Hadoop assets in 2019, and in that same year, ICBC and HPE signed an Enterprise Software License and Services Agreement with respect to the Hadoop products and services. The MapR platform is now known as the HPE Ezmeral Data Fabric.
ICBC is currently developing and finalizing its data analytics cloud strategy and roadmap. ICBC needs time to plan the transition states necessary to replace its on-premise datasets. While such strategy is being finalized, ICBC needs to continue using certain proprietary technologies: Data Fabric File Store, Data Fabric Document Database, Data Fabric Event Data Streams, and related Ezmeral Ecosystem Pack components.
ICBC intends to conduct a competitive public procurement event in 2024 for a big data platform before the HPE contract would end in 2026.
Vendors wishing to object to this decision should send an email to sourcing@icbc.com by June 10, 2023, 12:00 pm PT with specific reasons for their objection and citing “NOI 3214 Hadoop Applications and Services” in the email message subject line. Vendor solution qualifications, compliance with B.C. laws and the ability to provide the same level of features at a lower costs will be the key criteria with regard to the consideration of vendor’s objections.
