Description
The Terms of Reference (TOR) within this proposal is for the design, supply, and shipment of a water filtration system. The intended Proponent for the RFP is an experienced manufacturer of water filtration equipment with specific experience in suppling process systems for use in municipal potable water treatment. Within the TOR, the Proponent is referred to as a Supply Contractor. The Supply Contractor (manufacturer) will design then construct the filtration system elements, then support the installation and commissioning of the supplied equipment. The specific system scope is provided in Appendix C.
A General Contractor (GC) will be selected by early 2023 for completion of the site work, building and installation of all process equipment. The Supply Contractor will support the GC during installation and commissioning of the filter system.
This RFP is generally structured to allow the Supply Contractor to offer their standard process filter system package as aligned to typical/similar packages provided within the Municipal Industry. Should the specification direct the scope outside of the Supply Contractor’s typical approach, Supply Contractors are encouraged to provide any perceived variance before close time to gain approved equal status or clear direction on intended system supply. References of similar projects that utilize direct filtration on cold / low alkalinity water are required as part of the tender package. The Supply Contractor must demonstrate experience in the supply and operation of similar potable water filtration. References will be investigated to confirm the Supply Contractor’s system has proven success with the scope defined within the TOR. Note that recent references are not necessarily required. Relevant installations are of importance in the evaluation criteria.
In addition, Supply Contractors are to provide information and programs offered for after sales service that can be confirmed with provided project references.
The proposed schedule for the procurement of Contract Services is described in table below. The District reserves the right to modify the schedule from time to time with notice to the Proponents.
