The Ministry of Social Development & Poverty Reduction provides funding for the delivery of community-based initiatives under the Community and Employer Partnership (CEP) fund, a component of WorkBC.
The goal of the CEP is to increase training and work experience opportunities for people in communities across B.C. CEP projects deliver a wide range of employment and skills-training services and innovative initiatives to help to make life better for people and their families while strengthening local labour markets and contributing to economic growth.
CEP is committed to fostering an environment of equity, inclusion and reconciliation. Our work with Indigenous partners and communities will be conducted in a manner that acknowledges individual rights, interests and concerns while acknowledging these distinct Peoples with unique cultures, histories, rights, laws, and governments. We support programs, services and initiatives that create equity for under-represented groups in the labour market.
2. Ministry and Divisional Overview
The Ministry of Social Development and Poverty Reduction focuses on providing British Columbians in need with a system of supports to help them achieve their social and economic potential. The Ministry’s Service Plan provides details of programs, services, goals and strategic objectives.
The Employment and Labour Market Services Division (ELMSD) of the Ministry is responsible for the development, management, and evaluation of a diverse array of employment services. ELMSD’s vision is for all British Columbians to realize their full potential through labour market and community attachment. Through inclusive employment opportunities and labour market development, job seekers are supported to improve their quality of life.

Note: Lead Applicants are solely responsible for ensuring that all information submitted in their Application is true and correct. The Ministry reserves the right to reject any Application due to unsatisfactory letters of support, unsatisfactory past performance under contracts with the Ministry, or any material error, omission, or misrepresentation in the Application. If the Ministry obtains evidence of false declarations or misrepresentations with respect to any material provided as part of an Application, the Ministry also reserves the right to exclude the Lead Applicant or any proposed subcontractor or partner from participation in the Application process, or if the evidence is discovered after the Lead Applicant enters an Agreement, to exercise any rights available under the Agreement, including termination.

- Job Creation Partnerships support community-based projects that create work experience and training opportunities for eligible clients. Labour Market Partnerships support organizations and communities facing economic changes to conduct human resource planning activities and labour market studies. LMP also includes the Employer Sponsored Training program that provides employers with financial assistance to support re-training for current employees whose jobs are at risk. Research & Innovation supports innovative research projects that test new approaches to labour market challenges.
- Project Based Labour Market Training supports projects that provide eligible clients with a combination of essential and occupational specific training and work experience required for entry level employment.
