BCTS BC Bid Solicitation Standard
The successful bidder will be responsible for EMS Conformance Monitoring services of BC Timber Sales’ Licensee Harvesting Operations, Data Entry, Progress Tracking and Monitoring for BC Timber Sales - Kamloops Business Area. There are approximately 40 days of field work, 16 days of office work and 223 hours LRM data entry for this contract. A field day is based on an average of 10 hours including travel time. An office day is based on an average of 8 hours. The marshalling point for this contract is the Kamloops District Office, 1265 Dalhousie Drive, Kamloops, BC, V2C 5Z5.
This work will be intermittent due to seasons, markets, or schedules of individual licensees. A critical expectation of the Business Area is the ability of contractors to respond in a timely manner to fluctuating demands with skilled competent workers with continuity to previously completed inspections on a project.
Contractors in the capacity of monitoring sales will not have any official designation. A critical expectation of the Business Area is to ensure contract workers have similar competencies of a Forest Official to inspect and report on EMS conformance without engaging in activities that could be interpreted as officious interference or lead to officially induced error. All works described in this contract will not be offered exclusively to the successful contractor or contractors. BCTS staff will be engaged in a similar capacity as issues or official capacity requires. The contractor will be required to provide operational field training to BCTS harvesting staff.
All sites will require use of four-wheel drive vehicle will be accessible by highway and gravel road from Kamloops. For travel to the inspection locations, BCTS will pay vehicle expenses for the contractor supplied vehicle on the basis of the bid unit price with Kamloops District Office as the Point of Departure to the inspection location and Kamloops District Office as the Point of Return from the inspection location. All Forest Service Roads in this contract are Wilderness Roads. The contractor must be aware that some roads or segments of roads, may require walking or the use of an ATV (All-Terrain Vehicle) or having a power saw to possibly cut out windfalls for example to access the full length of the road(s) to be inspected.
