Description
This ITT is an invitational solicitation run via one of BC Housing’s region-specific prequalified rosters for Prime Contractors. This second stage ITT has been posted publicly to enable Subcontractors and/or Trades who are interested in participating in the project to connect with the invited prequalified Bidders listed below.
Only the invited, prequalified Bidders listed below may participate in the bidding process and attend the mandatory site visit.

Site visits begin promptly at the time, date and location specified above.
A sign-in sheet will be provided, and all Bidders are required to sign in. Note that submissions will only be reviewed for those Bidders who have attended and signed the sign-in sheet. No exceptions to this will be permitted.
All questions and enquiries from the site visit must be submitted to the ITT Contact person prior to the date and time as per section 3.2 Timetable.
Representatives of your firm attending a site visit must provide and wear appropriate Personal Protective Equipment.
Brief Description of Work
The work includes Mechanical and Electrical Upgrades and Exterior Concrete Repairs and as further set out at Appendices:
Appendix E – Specifications and Drawings Appendix H – Hazardous Building Material Survey
Suppliers based in the United States are excluded from responding to this ITT. BC Housing reserves the right, at its discretion, to allow United States based suppliers to respond, in the event no reasonable alternatives are available.
The successful Bidder must cascade this requirement to subcontractors and suppliers engaged in the performance of the resulting contract. The successful Bidder shall be responsible for verifying and demonstrating compliance with this requirement and shall provide evidence of such compliance upon request by BC Housing.
The Twin Towers are two 10,000 square meter (sqm) (107,640 square feet (sq. ft.)) concrete high-rise towers, located at 172/176/180 2nd Street East, North Vancouver, BC. The two towers consist of 212 units of affordable housing, and commercial retail space located on the ground floor.
General Contractor (Prime Contractor) will be responsible for coordination of all their subtrades during the project duration and ensure that they complete the work as per the project specification and schedule.
The project base scope of work includes but not limited:
North Tower Mechanical:
Remove existing Gym AHU, roof mounted condensing unit, fan coils and selected ductwork. Remove existing DHWT. Install new ERVs, VRV fan coils, ductwork, grilles and diffusers as shown. Install new roof mounted heat pumps and run new refrigerant piping. Install new electric DHWT. Install new MAU for existing restaurant.
South Tower Mechanical:
Remove existing 3 x AHUs and 3 x condensing units, fan coils and selected ductwork. Remove existing DHWT. Install new ERVs, VRV fan coils, ductwork, grilles and diffusers as shown. Install new roof mounted heat pumps and run new refrigerant piping. Install new electric DHWT.
North Tower Electrical:
Replacement of tenant’s main panelboards. Removal of existing power connections for existing mechanical equipment removal. Provide new power connections for new mechanical equipment. Upgrade the existing commercial electrical distribution from splitter and disconnect switches to a new meter stack. Work shall be done in different phases to minimize power outage. Modify existing feeders from existing commercial distribution to new meter stack.
South Tower Electrical:
Replacement of tenant’s main panelboards. Removal of existing power connections for existing mechanical equipment removal. Provide new power connections for new mechanical equipment. Modify existing power connection for a tenant electrical distribution. This electrical distribution shall be separated from the house electrical distribution. Provide a new BC Hydro meter, feeder and panel for a tenant electrical distribution. Coordinate with BC Hydro for a new meter installation.
North and South Tower Building Envelope:
Exterior concrete repairs to North and South Towers Remove all sound and unsound concrete within the repair area Cast and repair concrete area Concrete repairs of concrete mass walls Concrete repairs of balcony slabs
Expected mobilization date: 4 weeks after Notice to Proceed.
All units will be occupied during renovation. Construction should be phased to minimize impact on tenants. All work is to be completed M-F 8am – 4pm with noisy work limited to M-F 9am-4pm, excluding holidays. During the day the contractor to keep the construction areas tidy and ensure there is a clear path for the occupants to enter and exit their space. Contractor should coordinate shutdown and interruption to existing mechanical/plumbing/ electrical systems with the consultant and the owner. All planned service interruptions must be confirmed in writing to the Owner no less than 14 calendar days prior to the date of the planned service interruption. A second notice in writing is to be issued to the owner no less than 3 days prior to the actual confirmed date/time of the planned service interruption. Contractor should perform work associated with shutdowns and interruptions as continuous operations to minimize shutdown time and reinstate systems as soon as possible, and prior to any shutdown, ensure materials and labour required to complete the work for which shutdown is required are available at site. Contractor is responsible for all trade permits required to complete this work. Contractor is responsible for all street use permits required to complete this work. Contractor is responsible to ensure that the shop drawings are approved and ordered to meet the project schedule. All proponents to this ITT including the selected Contractor hereby acknowledge and agree to abide by the timelines of the City of North Vancouver building / trade permit approval process. Therefore, the Owner is not responsible for any delays associated with the building / trade permit application by Authorities Having Jurisdiction.
