    Description
    Notice is hereby given by the Ministry of Transportation and Infrastructure, Information Management Branch (the “Ministry”) of its intent to extend a contract currently held with Arcadis (formerly IBI Group).

    Arcadis is the developer and provider of proprietary software called the inSight Advanced Traffic Management System (ATMS) and support services. As part of the project to construct the Ministry’s Transportation Management Centre (TMC), Arcadis (IBI Group at the time) was the successful proponent to an RFP, engaged to implement and configure the key technical systems that form the core of the TMC operations.

    Critical to TMC operation is the ATMS platform, and associated modules. The systems have been configured to provide the tools to monitor and improve the flow of vehicle traffic, improve safety, allow real-time monitoring and demand management, facilitate regional data sharing and integration with municipalities and other transportation agencies as well as provide coordinated response during emergencies and disaster.

    In addition to system implementation, the contract included technical support for the ATMS platform and associated modules, as well to the TMC operations staff. The contract term expired March 31, 2024.
    The work performed to remediate the ATMS platform is seen as a significant investment to ensure compliance with OCIO cyber-security requirements as well as the safety and efficiency of road network operations for years to come.

    As Arcadis is the sole provider of ATMS system support, and for the reasons noted above, the Ministry wishes to extend the support to March 31, 2025 with an option to extend for an additional one-year term, not to exceed $750,000 per term extension (for a potential total of $1.5M over two years).
    IMB has chosen not to call for proposals for the following reasons:
    1. Arcadis is the sole provider of the proprietary ATMS platform and is performing the services satisfactorily.  No other vendors offer support services for this product.
    2. Product support must be maintained as the Ministry deems ATMS and associated modules critical systems.
    3. During the extended term the Ministry will conduct a fulsome assessment of business and operational needs and opportunities to improve value for money, then review of the current service delivery model and contract structure.  Future options and traffic management system market analysis will also be explored to make an informed recommendation that supports a procurement strategy that offers value for money and successful traffic management outcomes.
    4. Per the World Trade Organization Agreement on Government Procurement, Schedule C-3, Section 5(c):  “for additional deliveries by the original supplier of goods or services that were not included in the initial procurement where a change of supplier for such additional goods or services:
      (i) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, software, services or installations procured under the initial procurement; and
      (ii) would cause significant inconvenience or substantial duplication of costs for the procuring entity”.
