NOI Title: Notice of Intent to Negotiate a Contract with Teema Solutions Group

Notice is hereby given by the Vancouver Island Health Authority (“Island Health (VIHA)”) of its intent to directly award a Contract to the following vendor to provide consulting services to complete the Pharmacy related design and specialty critical care medication and orders build for Computerized Provider Order Entry (CPOE) activation at our two largest Tertiary hospitals. The term is one year plus potential extensions at an estimated value of $600K exclusive of taxes.

In accordance with applicable trade agreements, Island Health has chosen not to proceed with a competitive process for the following reason:
- Engagement was undertaken Sep/Oct 2022 for suitable consulting resources under the Island Health Vendor of Record process.
- No suitable candidate with specialized Pharmacy/Cerner expertise, experience and skillset responded.
Teema Group has offered us suitable consultants with expertise and experience in Pharmacy/Cerner related critical care & specialty order set design and build as well as CPOE Clinical Informatics. There are no other such resources available in the Canadian market to support the required work. This work is crucial for the success of CPOE implementation and activation support at our major Tertiary sites in the fall of 2023. This implementation is also tied to approved funding from the Ministry of Health in 2023/24.
If clarification is required regarding this Notice of Intent, a letter documenting these questions or concerns should be emailed to the contact from Island Health’s Contract Policy and Standards Office on or before February 10, 2023 by 2:00pm PST referencing file number (NOI-1406). Any and all issues received by this date will be given due consideration prior to concluding negotiations. Island Health decisions in this regard will be final.
