Notice of Intent to Award a Contract

Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to Itron Canada Inc. (the “Supplier”) for the following:

• Advanced Metering Infrastructure – Water Meters

Background
The City’s ongoing Advanced Metering Infrastructure Upgrade Project (Water Meters) is underway and the number of endpoints currently available in City inventory is less than what is required to complete this Capital Project. An additional purchase of equipment is required to fully install all remaining endpoints within the city.

Scope
The scope includes but is not limited to:

1. Order for Capital Project – 1,800 units @ $200,000.00 CAD
2. Anticipated Ongoing Supply – $600,000.00 CAD until the end of initial contract term expiring on February 22, 2032.

Rationale for Contemplating a Direct Award
The City is contemplating a direct award with the Supplier for the following reasons:

• Itron Canada Inc. is the manufacturer of the product therefore offers optimal pricing and quick turn-around time for delivery.

Contract Value:
The value of the contract is expected not to exceed $800,000.00 CAD

Any Respondents that still wish to object to this decision they should email their objection to the attention of Sailesh Kapadia, Buyer III, Procurement Services at https://abbotsford.bidsandtenders.ca by Monday, April 22, 2024 no later than 2:00 p.m. local time.

Submissions by other methods will not be accepted.

Respondents objecting must outline specific reasons for their objection in their email as well as demonstrate their ability to perform the contemplated work and/or services and show availability and resources. The Respondent’s ability to provide goods and services of the same or better quality and price and within the required period will be the key criteria used in the consideration of any Respondent’s objections.
