    Description
    City of Prince George (the “City) is seeking consulting services for the development of a housing needs action plan (the “Housing Plan”).

    Through input from invested parties, the Housing Plan will provide a best practice and research-based approach to encouraging the development of housing in the community’s core housing needs. This includes but is not limited to:
     
    1. liaising connections and information between housing support agencies, regulatory bodies, and the private sector to lower barriers and fill housing need gaps;
    2. research and recommendations for high-return development incentives, bylaws, policies, and procedures; and
    3. attraction of real estate development and construction companies with specialties in constructing core housing types.

    The Housing Plan is the City’s next step towards meeting its housing needs while attracting investment and a retainable workforce.

    The City intends to utilize community supports such as the Northern Healthy Communities Fund, which provides financial support for the development of the Housing Plan. Further, the Housing Accelerator Fund is available through the Canadian Mortgage and Housing Corporation (CMHC) and can provide funding to implement several action items or initiatives to meet housing needs in communities across Canada. The Housing Plan will consider available funding and eligibility requirements, although it will not be constrained to it.

    This solicitation may lead to sequential or concurrent negotiations with one or more Proponents offering the most advantageous proposal(s), or to the creation of a Contract without negotiations.
