Notice of Intent to Direct Award

    Issued: December 16, 2022
    File # PHSA 10498
NOI Title: Automated Pharmacy Storage and Delivery System
    Provincial Health Services Authority

Notice is hereby given that the Fraser Health Authority (the “Health Authority”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide an Automated Pharmacy Storage and Delivery System and post warranty services, to the Pharmacy Drug Distribution Centre (PDDC), at an estimated total value of $1,667,325.00.

    Swisslog Healthcare
90 Matheson Blvd West Suite 202
    Mississauga, Ontario, L5R 3R3

    Canada

In accordance with applicable trade agreements, PHSA, as agent for the Fraser Health Authority has chosen not to proceed with a competitive process for the following reason:
    • the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
To ensure compatibility with existing goods, or to maintain specialized goods that must be maintained by the manufacturer of those goods or its representative.
    Rationale:
The Pharmacy Drug Distribution Centre located in Langley has the requirement for an Automated Pharmacy Storage and Delivery System.   The Swisslog Boxpicker is a proprietary system that meets PDDC requirements and is the only Automated Pharmacy Storage and Delivery System that allows multiple operators to work simultaneously on different tasks. This Boxpicker is widely used across various PDDCs thus having same product at PDDC in Langley will support compatibility and interoperability. Other system characteristics that are essential to the PDDC are the smaller footprint and modular nature of the product to allow for future expansion. The ability of the product to allow for pre-picking of one medication at a time into a bin, ahead of the user, is essential for PDDC to reduce errors and movement across the carousel.
