Notice is hereby given that Vancouver Coastal Health Authority (VCHA) (the “Health Authority”), through their collective agent Provincial Health Services Authority (“PHSA”), intends to directly award a Contract to the following supplier to provide One (1) Heidelberg Spectralis OCT (optical computed tomography) system with vendor PC running HEYEX software for New St Paul's Hospital for a term of five (5) years at an estimated value of CAD$ 161,075.60 (inclusive of taxes).

In accordance with applicable trade agreements, PHSA, as agent for the Health Authority, has chosen not to proceed with a competitive process for the following reason:
• The goods or services can be supplied only by the selected supplier, and no alternative or substitute exists for the following reason:
(a) to ensure compatibility with existing products/systems
New St. Paul’s Hospital requires the Spectralis OCT system because it is the only OCT platform on the market that integrates with the HEYEX (Heidelberg Eye Explorer) software currently in use at St. Paul’s. This integration is essential to ensure continuity of care, as it allows clinicians to review patients’ historical scans alongside newly acquired images within the same diagnostic environment. Innova Medical is the sole authorized vendor in Canada for the Spectralis OCT system that operates with the HEYEX software, making them the only supplier capable of meeting these clinical and technical requirements.
