    Notice is hereby given that “the Provincial Health Services Authority (“PHSA”), on behalf of the BC Cancer Agency, intends to directly award a strategic partnership agreement in radiation oncology to the below supplier, which, amongst other value propositions, will allow for the provision of Linear Accelerators and associated service and software support for a term of ten (10) years at an estimated value of $75,000,000.

    PHSA has chosen not to proceed with a competitive process for the following reason:the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:to ensure compatibility with existing products/systems Building on a long-standing relationship with Siemens in radiation oncology, BC Cancer intends to maximize the value through investments already made through establishing a more fulsome strategic partnership with this supplier to ensure the continuity and long-term sustainability of radiation therapy services across British Columbia.  Given that the current provincial Linear Accelerator fleet is standardized on technology and proprietary software architecture, hardware configurations, this supplier’s integrated service model is deeply embedded within existing clinical workflows, treatment planning systems, and quality assurance processes. Transitioning to an alternate provider would introduce significant interoperability risks, potential treatment disruptions, extensive retraining requirements, and duplicative capital costs, all of which could compromise patient care and system reliability.
    Establishing a 10‑year strategic agreement enables coordinated lifecycle management of capital assets, including timely replacement and upgrades, consistent software enhancements aligned with evolving clinical standards, and guaranteed access to specialized Siemens technical expertise, parts, and support. This approach supports operational stability, mitigates clinical and operational risk, optimizes total cost of ownership, and ensures the province can continue to deliver safe, high-quality radiation therapy services without interruption.
    Moreover, by formalizing the relationship with Siemens through this agreement, BC Cancer is provided an opportunity to identify unmet clinical needs across the Provincial BC Cancer Program—including re-development sites - to shape a 10-year strategic roadmap. This includes positioning BC Cancer at the forefront of next generation therapies which is in the best interests of patients in the Province of BC.

PHSA will review any and all issues received by this date and provide due consideration to each objection.
