This Opportunity is an invitation by the District of Summerland to prospective Respondents to submit non-binding Submissions for the provision of electrical distribution engineering and project delivery services on an as-and-when-needed basis, as further described in Section 2 - Deliverables.

The RFP documents set out:The details of the goods or services that the District is seeking, as further described in Section 2 - Deliverables; The process for submission, evaluation and award of the Agreement; The proposed terms and conditions of the Agreement; and The forms which outline the information a Respondent should submit in their Proposal.
Submission of Proposals
To be considered, Proposals must be submitted via bids&tenders online bid submissions functionality in accordance with the instructions in the Opportunity document. Proposals must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Proposal is received on time.
Requirements for Participation and Requirements to Request to Participate
Prior to the evaluation of Submissions, the District will review each Submission to determine if it complies with the mandatory submission requirements provided in this Opportunity. Respondents whose Submissions were received on time and as instructed, but do not meet any of the other mandatory submission requirements, will be offered an opportunity to rectify their Submissions in accordance with Section 3.9.
Mandatory Criteria 1The Submission must be received before the Closing Date & Time, in accordance with the requirements of Section 3.1 – Opportunity Schedule 2The Submission must be submitted in accordance with the requirements of Section 3.8 – Submission Process 3The Submission must include the following completed forms: Appendix B – Scored Criteria Form Appendix C – Pricing Form
The Supplier shall provide the District with proof of the following prior to beginning work on this project:A Business License that allows the Consultant to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality). WorkSafeBC Clearance Letter (or equivalent if the Consultant operates in another jurisdiction) addressed to the District of Summerland, indicating that account is active and in good standing. Commercial General Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Automobile Liability Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Professional Errors and Omissions Insurance coverage as per the requirements detailed in Appendix A – Form of Agreement. Professional Engineer registered with Engineers and Geoscientists of British Columbia (EGBC) or Professional Licensee Engineering with EGBC.
Term of Engagement
The Agreement shall be valid for a term of three (3) years, and may be extended only to accommodate any Statements of Work that have been initiated but have not been completed by the end of the term.

The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement; however, this procurement is not expected to be within the scope of those agreements.
