Description
The City of Prince Rupert is seeking proposals from qualified proponents in response to this request for proposalsfor the provision of Services to be carried out within the required schedule set out herein for the Big Infrastructure Gap (BIG) Project.
The City of Prince Rupert has committed to upgrading and replacing most of the aged water & sewer infrastructure within the community. As this infrastructure reaches the end of its service life, the City seeks an Engineering Consultant to provide design services based on a set of work packages developed by the City and their Owner’s Engineer, Associated Engineering (AE). The main objectives of the Project are to:
•Replace water infrastructure in failing areas to bolster resiliency in the system.
•Improve sewer infrastructure by separating storm and sewer utilities.
•Renew related road surfaces and pavement structures.
•Minimize disruption to the community.
•Issue all construction procurement packages for bid by March 31, 2027.
•Complete construction of all design packages by March 31, 2028
The City is seeking a design consultant (the “Consultant”) to deliver consultant services, as further described under this Request for Proposal, according to the following phases:
•Phase I – Preliminary Engineering Report – The Consultant will be tasked with confirming the basis of the design scope, and then delivering a Preliminary Design Report, incorporating preliminary designs (30%) with class D cost estimates. The Preliminary Engineering Report will provide a basic overview of the projects, with the Consultant delivering a virtual presentation to describe the key aspects of the design submission.
•Phase II – Detailed Design 50%, 90% and 100% – Following City feedback on the Preliminary Engineering Report, the Consultant will be required to advance design drawings, reports, cost estimates and specifications through 50%, 90% and 100% detailed design stages. This phase will also include providing ongoing updates to the Project risk register related to the designs, as well as virtual presentations and collaborative design reviews at each stage.
•Phase III – Procurement Support – Consultant will be tasked with preparing construction procurement packages, leading the coordination of the procurement process, responding to bidder technical clarifications, leading bid evaluation, coordinating contract award and execution, and providing Issued For Construction (IFC) drawings.
•Phase IV – Contract Administration, Site Inspection and Engineering Support Services – Following City approval to proceed, the Consultant will be responsible for quality audits, site inspections, reviewing and approving commissioning and safety plans and responding to contractor technical requests. Inspection reports of the site, quantity verifications, and generation of progress certificates will be required at specified intervals. The Consultant will also be responsible for addressing contractor Requests for Information (RFI)’s, managing contract changes, performing deficiency walkthroughs, declaring substantial performance and lien holdback period coordination, and general upkeep of Project construction records.
•Phase V – Closeout Phase - The closeout phase will have the Consultant complete contract administration services including one “end of warranty site visit,” and submission of record drawings, commissioning documentation, testing requirements and any closeout forms/checklists for overall Project closure.
All design deliverables and milestones must be approved by the City prior to continuation to the next design deliverable. Therefore, there will be hold points at the 30%, 50%, 90% and 100% design milestones. Should the defined program of work be delivered successfully, the City, at its discretion, may elect to award additional packages or programs
The City will allocate two weeks for review of the 30% and 90% design milestones, and one week for review of the 50% and 100% design milestones. The proposed deadlines for key aspects of this Project are as follows (as may be amended by the City at its discretion):
