Description
The Ministry of Emergency Management and Climate Readiness intends to enter into one or more Contracts for the management and delivery of Evaluation Services for the Disaster Financial Assistance Program (The “Program” or “DFA”) in response to approved DFA Events within British Columbia (BC).
The DFA is administered by the Ministry under the authority of the Compensation and Disaster Financial Assistance Regulation (the “Regulation”). As defined by the Emergency and Disaster Management Act and the Regulation, the Ministry is authorized to appoint persons to act as Evaluators for areas affected by disasters where individuals and/or organizations may be eligible for DFA.
When a disaster has a significant impact on a community, the Province may authorize the disaster to be eligible for the DFA. Those impacted by the disaster may apply to the Province for the DFA where the losses could not be insured and where other programs are not available. The DFA helps to replace or restore essential items and property that have been destroyed or damaged to pre-disaster condition. Assistance for the DFA Private program is available to qualifying homeowners, residential tenants, small businesses, farm operators and not-for-profit charitable organizations.
The Evaluation Services involve identifying, reviewing, documenting and reporting on damage to essential contents, property and structures belonging to certain categories of persons, businesses, and organizations within designated disaster areas authorized by the Province.
The Evaluation Services of the Program differ from that of an insurance adjuster. Evaluators are not expected to negotiate a settlement; their role is to identify eligible damage, provide cost estimates to repair or replace damaged structures, make recommendations for DFA funding, and provide Program information and support to affected clients.
Proponents may propose to provide Services in one, some or all six EMCR Regions. The Contractor(s) will deploy Evaluators anywhere within the applicable EMCR Region(s) on an “as and when required” basis within three (3) business days of notification by the Province.
Due to the nature of the Services required, the Province does not make any representations or guarantee as to the volume of Services required. The Services will be requested on an “as and when required” basis, with no minimum guarantee of hours.
