    Summary Details
    This Request for Quotations is an invitation by the District of Summerland (the “District”) to prospective Respondents to submit non-binding Quotations to enlarge a door opening and replace a trench covering in the old filter building at the Summerland Wastewater Treatment Plant.

    The Opportunity documents set out:
    1. The details of the services that the District is seeking;
    2. The process for submission, evaluation and award of the Contract;
    3. The proposed terms and conditions of the Contract; and
    4. The documentation that a Respondent should submit in their Quotation.

    Submission of Quotations
    To be considered, Quotations must be submitted via bids&tenders electronic bid submission functionality or by email in accordance with the instructions in the RFQ. Quotations must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time. There will be no public opening.

    Term of Engagement
    The District intends to allow the Contractor flexibility in determining when to begin the work; however, the District expects that the Contractor will be initiated and completed within four (4) months of contract award.

    Conditions for Participation and Requirements to Request to Participate
    Prior to the evaluation of Quotations, the District will review each Quotation to determine if it complies with the submission instructions and mandatory requirements provided in this Opportunity. If, in the sole discretion of the District, a Quotation does not materially comply with the requirements set out in this Opportunity and/or the District determines that there is a material or perceived Conflict of Interest, the Quotation will be disqualified from further consideration. Notwithstanding the foregoing, the District may consider a non-compliant Quotation if the non-compliance is remedied in accordance with Section 3.11.
     
    Mandatory Criteria:
    1The Quotation must be received by the Closing Date & Time, in accordance with the requirements of Section 3.1 – Opportunity Schedule
    2The Quotation must be submitted electronically via the bids&tenders in accordance with the requirements of Section 3.9 – Submission of Quotations
    3The Quotation must include the following completed bids&tenders forms:
    • Appendix B – Quotation Form
    • Appendix D – Corporate Experience & References

    The Contractor shall provide the District with proof of the following prior to beginning work on this project:
    • A Business License that allows the Contractor to perform work in Summerland (either a Summerland Business License or an Inter-Community/Mobile Business License from another Okanagan-Similkameen municipality).
    • WorkSafeBC Clearance Letter addressed to the District of Summerland, indicating that account is active and in good standing.
    • A copy of the WorkSafeBC “Notice of Project” indicating the Notice of Project confirmation number, if applicable.
    • A signed “Prime Contractor Declaration”.
    • Commercial General Liability Insurance coverage in the amount of $5,000,000 including coverages for products and completed operations, naming the District as an Additional Insured, with an installation floater equal to the contract value or higher.
    • Automobile Liability Insurance coverage in the amount of $5,000,000.
    • All-Risk Property Insurance coverage covering the Contractor’s property of every description, including work (products) in progress prior to delivery.

    The District of Summerland is subject to the Canada-EU Comprehensive Economic Trade Agreement (Chapter Nineteen), the Canadian Free Trade Agreement (Chapter Five), and the New West Partnership Trade Agreement; however, this procurement is not expected to be within the scope of those agreements.
