    JUSTIFICATION FOR THE PRE-IDENTIFIED SUPPLIER(S)

    Category 1:

All specialist physicians included in this ACAN possess specialized qualifications, expertise, and experience that are critical to the delivery of Civil Aviation Medicine (CAM) services. These physicians provide expert review of complex aeromedical cases and serve on the Aviation Medical Review Board, a requirement under the Canadian Aviation Regulations (CARs), Standard 424. Due to the highly specialized nature of these services, CAM requires individuals with specific medical expertise and experience in aeromedical assessments. The services provided by these specialists are essential to maintaining regulatory compliance and supporting CAM's mandate. Without these physicians, CAM would be unable to satisfy its regulatory obligations or provide the expert medical reviews necessary for aviation medical certification decisions.

    Category 2:

All physicians pre-identified in this ACAN possess significant experience and expertise in Aviation Medicine. This expertise is critical to Civil Aviation Medicine (CAM) due to the highly specialized nature of regulatory aviation medicine and the unique requirements associated with the assessment of medical fitness for aviation personnel.

These physicians are regularly called upon to provide expert advice and recommendations to the Director of Medicine regarding complex aeromedical certification decisions. Their extensive experience enables them to efficiently and thoroughly analyze complex medical files while ensuring consistency and accuracy in the application of regulatory standards.

Aviation Medicine is a highly specialized field requiring a unique combination of medical knowledge, regulatory expertise, and practical experience in aeromedical assessments. The pre-identified physicians possess this specialized skill set and are uniquely qualified to perform these services.

The continued availability of these specialists is essential to ensuring there is no disruption to the operations of Transport Canada's Civil Aviation Medicine program and the delivery of aeromedical services nationwide. Their collective knowledge and experience support the timely assessment of medical cases and assist CAM in meeting its operational and regulatory responsibilities.

To the best of Transport Canada's knowledge, there are a limited number of qualified sources in Canada possessing the requisite expertise and experience necessary to provide these specialized services. The pre-identified suppliers meet all of the minimum essential requirements identified in this ACAN.
