Description:
The Royal Canadian Mounted Police has a requirement for ground transportation services from June 1, 2026, to July 9, 2026, inclusively for participants, various police personnel and Government of Canada employees within the greater geographical regions of Vancouver, Richmond and potentially elsewhere in the Province of British Columbia.
The contract period will be from the anticipated start date of 2026-06-01 – 2026-07-09.
Policy on Reciprocal Procurement: This solicitation of bids is open only to Canadian suppliers
Security requirements: There is a security requirement associated with this RFP.
Basis of selection:
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive.
1. Canada will first evaluate bids offering to meet the full requirement using only Mini-buses. The lowest evaluated responsive offer capable of meeting the full requirement solely with Mini-buses will be recommended for award.
Meeting the full requirement means that the Bidders is proposing only Mini-Busses to satisfy each and every day of the service period identified in Annex B Basis of Payment. Only Bidders who are able to satisfy the entire requirement (all estimated quantities) with Mini-buses only will be evaluated on the basis of the lowest total evaluated price.
Mini-bus capacity requirement is defined as a bus with a capacity of 20-30 (inclusive) passengers.
2. If no single bid can fulfill the entire requirement (all estimated quantities) using only Mini-buses, Canada will consider responsive partial bids offering a portion of the required quantity of Mini-buses. Partial bids will be evaluated on a per day basis. Each day will be evaluated separately.
Partial bids will be ranked as follows:
1. Highest quantity of Mini-Buses buses offered per day;
2. For bids offering the same quantity of Mini buses, the lowest evaluated firm daily rate per Mini-bus.
Multiple contracts may be awarded, in order of ranking, until the requirement is met in full or as closely as possible. Partial quantities may be accepted to fulfill a portion of the requirement based on the above ranking.
