Health Canada has a requirement for services related to Janitorial Services at the Sir Frederick Banting Research Centre (SFBRC) located at 251 Sir Frederick Banting Driveway, Tunney’s Pasture, the Laboratory Centre for Disease Control (LCDC) located at 100 Eglantine Dr, Tunney’s Pasture, the Occupational Health Unit (OHU) located at 51 Chardon Dr, Tunney’s Pasture and the Radiation Protection Bureau (RPB) located at 775, Brookfield Road in Ottawa, Ontario, K1A 0K9.
The initial period of contract is from October 01, 2024 to September 30, 2025 plus up to two (2) additional one (1) year option periods under the same conditions.
The SFB is a research facility owned and occupied by Health Canada, located at 251 Sir Frederick Banting Driveway in Ottawa, Ontario at the northwest corner of the Tunney’s Pasture Government complex. Known as Building 22 within the Tunney’s complex, it has a gross floor area of approximately 34,000 m² (366,000ft²). The building was built in 1978 and consists of three distinct wings; from north to south, the laboratory/office wing, the central communal wing, and the animal research wing. The animal research wing is a four-storey building that provides storage and testing facilities for animals. The laboratory/office wing is also four storeys and consists of laboratories in a central core with offices along the east and west perimeter walls. The communal wing is a link between the other wings; it is a three-storey structure which includes a cafeteria, lecture theatre/auditorium, library, administration offices, and shipping and receiving areas. The laboratory and animal wings each have upper mechanical penthouse levels.
The RPB is located at 775 Brookfield Road in the city of Ottawa. It was built in three distinct phases, the first of which (the relatively small, rectangular building in the southeast corner of the site) was built in or around 1960. The RPB was originally a brick structure. This was built in the furthest corner of the Confederation Heights campus, away from other Federal Government buildings in the area due to the low level radioactive material used in experiments. The building was expanded in about 1965 by the addition of the much larger laboratory facility. The east wing of the building consists of these first two parts of the building. In 1992, the new addition to the building included several new specialty laboratory areas including a microwave laboratory as well as an acoustic chamber and now comprises the west wing. The entire complex, the new addition combined with the older areas of the building, now totals approximately 10,200 m2 of gross floor area.
The OHU is a custodial one storey building, but NOT a laboratory facility. This building located in Tunney's Pasture, was originally built in 1956 as a garage for the National Capital Commission. An addition was later built and the building was converted into laboratory and office space for the OHU of the Medical Services Branch for Health Canada.
In 1997/1998, the OHU was converted from laboratory space to office space for the Health Canada Facilities Management Division. In 2013/2014, the building was retrofitted to convert the old PWGSC office space to a 2.0 office environment and amalgamate all of the Facilities Management staff under one roof. In addition, the roof was last replaced in 2013/2014. The building is also targeted by the 2016-2018 Health Canada Federal and Social Infrastructure initiatives.
The LCDC building was constructed in 1954/55. The building served primarily as a bacteriology laboratory with associated support offices and animal testing facilities. The original building was three storeys (1st floor partially below grade) with a useable floor area of 5,882 m2 and a gross floor area of 6,410 m2. The first major renovations were undertaken in 1973/74 with the elimination of the animal facilities and the addition of offices. The remaining laboratory areas were also upgraded at that time. The next major renovation occurred in 1990/91 and was restricted primarily to the office areas in the west block (now referred to as Block 4). In 1994/95 the remaining laboratories in the east block (Block 3) were completely renovated to office space. The new laboratory addition opened in 1996 with useable area of 5,619 m2 and a gross floor area of 6,082 m2. The addition includes a new entrance and lobby area, library, cafeteria, meeting and conference rooms, as well as labs. The entire complex, the new addition combined with the older areas of the building, now totals approximately 12,492 m2 of gross floor area.
