Description
The Atlantic Pilotage Authority (the “Authority”) provides marine pilotage services as mandated by the Pilotage Act
(Canada) and its associated regulations.
The purpose of this call for expressions of interest (the “EOI”) is to invite expressions of interest from firms capable of
supplying one new pilot launch with an option for a second new pilot launch.
The Authority intends to invite proposals for the supply of the pilot vessel(s) from firms that have responded to this EOI.
Interested parties are requested to indicate their interest by submitting an email response in accordance with the
Submission Instructions provided below.
The Authority anticipates proceeding based on the schedule below. For clarity, the schedule is preliminary only and remains
subject to change or adjustment at the sole discretion of the Authority.

Submission of Expressions of Interest – May 24th, 2026
Call for Proposals – June 1, 2026
Submission of Proposals – July 1, 2026
PROJECT BACKGROUND
The vessels will be designed (concept, detail & aluminum cutting files) by Camarc Design. The vessel(s) will be state-of-the art
pilot vessel(s) and will be based on a previous proven design and the experience of the existing fleet.
For further details on the vessel(s), please refer to the attached General Arrangement.
ANTICIPATED SCOPE OF WORK
Provide all materials, works and services necessary in connection with the construction of one (1) 19m aluminum pilot vessel,
with an option for construction of a second vessel.
The scope of work is anticipated to include, without limitation:
1. Purchase of all equipment, materials, etc. required for the project
2. Complete the detailed design of electrical, mechanical, auxiliary, domestic and outfitting systems that are not part of
the specifications prepared by Camarc Design.
3. Build the entire hull, fit machinery, electrical, auxiliary, domestic and outfit, including the installation of all yard
supplied components and components supplied by the Authority.
4. Commission all equipment and systems and arrange and hire service technicians as appropriate for all equipment.
5. Manage and schedule building of vessel(s) in accordance with the contract entered into with the Authority.
6. Arrange and provide Classification and Flag State attendance and certification.
7. Prepare and provide to the Authority all required documentation, certificates and information.
8. Deliver the vessel(s) to the Authority with all necessary documentation in a finished condition and ready for
operations.
9. Test and trial the vessel(s) to ensure compliance with the specifications and drawings, and with applicable laws and
regulations.
10. Deliver the vessel(s) to the Authority upon completion of construction, testing, trials, and certification, and when
ready for service in accordance with the terms of the contract entered into with the Authority.

Authority to issue any future procurement solicitation or award any contract.
Neither the issuance of this EOI by the Authority nor the submission of any expression of interest by any party will
give rise to any binding legal relationship or obligation.

Responses may be subject to disclosure in accordance with applicable legislation, including the Access to Information
Act and the Privacy Act.
