    Description

    The Canadian Institutes of Health Research (CIHR) Communications Branch seeks professional English writing services to support the development of high-quality, accessible communications products on health research topics for a general audience.

    The Request for Standing Offer (RFSO) is for writing services in English on an as needed basis. This may include up to two (2) monthly research articles as well as research profiles, website content and other communications products. All documents will be written in plain language, with little use of jargon or technical terms.

    It is anticipated that there will be up to three (3) Standing Offers awarded as a result of this Request for Standing Offer from the date of issuance to March 31, 2025, with the option to extend up to three (3) additional one (1) year periods.

    The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 70 % for the technical merit and 30 % for the price (see article 4.2.1).

    The initial estimated value for all standing offers is $60,000.00 taxes included. This is not a contractual guarantee. The estimated initial value represents the estimated maximum value of orders for the first year.

    The three (3) responsive offers with the highest combined rating of technical merit and price will be recommended for award of a standing offers worth an estimated initial value of $20,000 each, taxes included:

    23-0138/A – $20,000
    23-0138/B – $20,000
    23-0138/C – $20,000

    If only two (2) offers are responsive, CIHR will award 2 standing offers worth an estimated initial value of $30,000 each, taxes included.

    If only one (1) offer is responsive, CIHR will award 1 standing offer worth an estimated initial value of $60,000, taxes included.

    CIHR reserves the right to requalify new offerors (up to a total of 3) 6 to 12 months after the initial request for an estimated value of $20,000 each if less than three (3) offerors qualify through this Bid Solicitation. CIHR may review responsive proposals before the expiration of the offer validity date if the number of offerors drops below three.

    Offeror selection for Call-ups against this SO will be on a rotational basis to ensure a more or less equal distribution of the work depending on the capacity of the offerors. Notwithstanding, as operational needs require, CIHR reserves the right, at its sole discretion, to determine which Offeror is suited for a specific requirement and may award work based on subject matter expertise and/or based on capacity.

    Contract duration

    The estimated contract period will be 12 month(s), with a proposed start date of 2024/04/01.
