1.0 Purpose and Nature of the Advance Procurement Notice:
The purpose of this Advance Procurement Notice (APN) is to:
a) Notify industry about an upcoming tendering opportunity related to the selection of
a Preferred Proponent District Energy Utility Provider for the LeBreton Flats in
Ottawa, Ontario.
b) Allow industry to begin planning for an upcoming tender submission for the
selection of a District Energy Utility Provider at the LeBreton Flats.
This APN is not a tender document and no agreement or contract will be entered into based
on this APN. The issuance of this APN is not to be considered in any way a commitment by
the National Capital Commission (NCC), nor as authority to industry to undertake any work
that could be charged to the NCC. This APN is not to be considered a commitment to issue a
subsequent solicitation or to award contract(s) for the work described herein. All
information related to a future opportunity related to this APN, including follow-on steps,
will be posted on CanadaBuys.
While the NCC is not required to provide this APN, the NCC believes this information will
enhance transparency, foster full and open competition, and provide industry with an
opportunity to prepare submissions to meet the specified requirements.
2.0 Background Information and Scope of Services
2.1 Background
The NCC is the federal Crown corporation dedicated to ensuring that Canada’s Capital is a
dynamic and inspiring source of pride for all Canadians, and a legacy for generations to
come. LeBreton Flats is a 29-hectare site, owned by the NCC on the bank of the Ottawa
River. The NCC is transforming LeBreton Flats into a place of national and civic pride.
The Master Concept Plan (MCP) offers a cohesive and multi-decade vision for this
redevelopment project. It guides its transformation into a new Capital destination and
complete urban community where anyone can live, work and play. The plan was approved
in April 2021. It is currently used in the development of this 29-hectare site.
The development of a District Energy System (DES) is a key strategy to achieve the
objective of being a net-zero carbon community as outlined in the guiding principles in the LeBreton Flats Master Concept Plan (MCP).
The objective of the upcoming RFP process is to select a Preferred Proponent for the LeBreton Flats DES.
2.2 Scope of Services
The Preferred Proponent will be expected to design, build, finance, own, and operate a new
DES for LeBreton Flats. Once selected, the NCC will enter into negotiations for a definitive
agreement with the Preferred Proponent.
Selection of the Preferred Proponent does not represent any obligations on the part of the
NCC to enter into an agreement of any kind with this Proponent. Rather, selection means
that that the NCC will make best efforts to negotiate an agreement with the Preferred
Proponent for delivery of the scope outlined in the upcoming RFP.
The NCC plans on publishing a tender for a District Energy Utility Provider for
LeBreton Flats on CanadaBuys in early 2025.

The estimated contract period will be 1 month(s), with a proposed start date of 2024/12/18.
