The explosives industry in Canada is a multimillion-dollar industry . Canada manufactures, imports and exports these goods, utilizing a multi-modal transportation network. As a dangerous good, the transportation of Class 1 explosives, in their varied class subdivisions, provide the potential of harm and exposure to the Canadian public as they are partial to spontaneous combustion during transit if they aren’t properly handled .
The supply chain includes fixed sites for the manufacture of blasting explosives, ammunition, fireworks, etc., or in the case of bulk explosives manufacturing, the site with the facilities necessary to clean, decontaminate and repair vehicles that support satellite sites, customer sites and temporary sites from which trials and demonstrations may be conducted and where the manufacture of product occurs. Jurisdiction of the transportation of Class 1 substances can be complex, as there are multiple federal, provincial and private stakeholders involved.
A geographic information systems (GIS) analysis from a safety perspective of Class 1 explosives will provide an overview of the importing, offering to handle, handling and transporting of these dangerous goods within Canada, their respective modes of transport and routing, as well as identification of facilities involved in these supply chains. An analysis of stakeholder roles and responsibilities is important as well, as these can inform on information related to the above-mentioned activities.
The objective of this GIS study is to comprehensively describe the supply chains for dangerous goods classified as Class 1 explosive substances including all its class subdivisions. The study will also identify all dangerous goods and means of containment that are used to support these supply chains, for the purposes of contributing to informed policy decisions regarding safety regulations. Further, the study will comprehensively describe the regulations at various levels that govern parts of the supply chain, including sites, training, handling and certifications.
Period of the Contract
The period of the Contract is from date of Contract to March 31, 2024 inclusive.
