    Description

    To support Phase II of the OCAP® Standards and Certification Exploration project, led by the First Nations Information Governance Centre (FNIGC). The project will advance the development and piloting of sector-specific, standards-based documents and wise practices to support ethical First Nations data governance and enable First Nations communities to assert sovereignty over their data.

    Through this work, FNIGC will lead engagement with First Nations partners and sector-specific communities of practice in two priority areas: Galleries, Libraries, Archives, and Museums (GLAM) data, and Lands and Waters/Environmental data. The project will result in two sector-specific Workshop Agreements, supporting implementation materials, and a comprehensive report identifying pathways for future standards development, implementation, and potential certification in partnership with SCC and the broader standards ecosystem.

    FNIGC has a requirement to develop and pilot sector-specific, standards-based documents for two priority areas: GLAM data, and Lands and Waters/Environmental data. The work will also include ongoing advisory support and development of OCAP®-enabling standards.

    This requirement will advance practical, rights-based governance models that can inform public-sector and private-sector approaches to data stewardship, while supporting ethical First Nations data governance and First Nations data sovereignty.

    The work will involve the following activities:
    • Scoping outcomes with First Nations partners;
    • Convening sector-specific communities of practice;
    • Collaboratively developing OCAP®-enabling wise practices;
    • Producing sector-specific Workshop Agreements and supporting materials, including infographics;
    • Providing implementation and certification recommendations to partners and First Nations leadership; and
    • Producing two Workshop Agreements with supporting materials and a comprehensive report recommending pathways for future standards development and implementation.

    Contract duration

    The estimated contract period will be 18 month(s), with a proposed start date of 2026/07/01.
