    The issuance of this RFP begins the second stage of the Procurement Process that commenced with the issuance of the RFQ. The purpose of the RFP is to invite Bidders to prepare and submit competitive Proposals to carry out the PDA Activities in accordance with the Pre-Development Agreement and, subject to and in accordance with the provisions of the Pre-Development Agreement, undertake the design, construction, financing, operation, maintenance and lifecycle rehabilitation of the Project during the Execution Phase pursuant to the Project Agreement.
    This Request for Proposal (RFP) is Phase 2 of a two-phase procurement process. At Phase 1, on February 17, 2023, a Request for Qualifications (RFQ) T8128-210188/C was posted electronically on CanadaBuys which closes April 24, 2023.
    The RFP consists of two (2) volumes which have been made available to each Qualified Bidder in the Data Room in accordance with the terms and conditions set forth in this RFP:

    Volume 1: Instructions to Bidders; and
    Volume 2: Draft Pre-Development Agreement and Project Agreement Framework

    Canada has invited the following three (3) Qualified Respondents to participate in the RFP process, in alphabetical order:
