NOTICE OF PROPOSED PROCUREMENT (NPP) for TASK BASED INFORMATICS PROFESSIONAL SERVICES (TBIPS)
This requirement is for: Indigenous Services Canada (ISC)
This requirement is open only to those TBIPS Supply Arrangement Holders under EN578-170432 who qualified under Tier 1 (= $0 - $4.5M), under the region / metropolitan area, level of expertise and for the following categories:
• C.2. Information technology security methodology, policy and procedures analyst, Level 3
• C.3. Information technology security threat and risk assessment and certification and accreditation analyst, Level 3
• C.7. Information technology security design specialist, Level 3
The requirement is intended to result in the award of one (1) contract.

Description of the Requirement:
The Department of Indigenous Services Canada (ISC) has a requirement for professional services on an “as and when required” basis through Task Authorizations (TAs) to perform, verify, analyze, design, test, assess and monitor IT/Cyber security risk management activities for Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) programs, applications and systems. The resources will be required to conduct Security Assessments following the risk management principles, methodologies and requirements defined in the GC IT Security Risk Management methodology (ITSG-33), Communications Security Establishment (CSE) guidelines, and Treasury Board Secretariat (TBS) policies, directives and standards.
The services required are aimed at proactively identifying, assessing, and mitigating cyber risks, enhancing departmental resilience, and ensuring alignment with Government of Canada (GC) security policies, frameworks, and best practices.

There are security requirements associated with this requirement. Please note that SA Holders do not need to have the required clearance to submit a bid. Level of Security Requirement:
Security Requirement: SRCL PWGSC FILE No. 1000268563 applies
Minimum Corporate Security Required: Facility Security Clearance at the level of SECRET
Minimum Resource Security Required: Personnel security screening at the level of SECRET
Special comments:
This procurement is set aside under the federal government Procurement Strategy for Indigenous Business. For more information on Indigenous business requirements of the Set-aside Program for Indigenous Business, refer to Annex 9.4 of the Supply Manual.
This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples.

Proposed period of contract:
The proposed period of contract shall be from contract award to two years later, with three (3) additional one-year option periods to extend the term of the contract.
Estimated Level of Effort:
The estimated level of effort of the contract will be for 240 days per year per resource.
