    THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

    Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

    As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

    Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

    Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.

    The National Research Council of Canada (NRC) wishes to procure a continuous segmented flow analyzer for the measurement of dissolved inorganic nutrients in seawater. The work consists of supplying the segmented flow analyzer as well as providing on-site installation and training on the operation and maintenance of the equipment.

    The mandatory technical criteria are:

    M1 Must be a high resolution (1920 x 1536) mid-wave infrared (MWIR: 1.5 to 5.4 µm) camera with both 50 mm and 25 mm lenses with a weight up to 7.5 kg.
    M2 Must have real-time processing and data output of RAW, NUC, temperature and radiance.
    M3 Must have a maximum frame rate of 113 Hz @ 1920 x 1536 pixels and 2200 Hz @ 64 x 8 pixels

    M4 Must have a motorized filter wheel (4 positions) which accommodates user removable 25.4-mm diameter filters up to 2-mm maximum thickness.
    M5 The camera control must include GigE, Camera Link™ and RS232.
    M6 Must have real-time temperature calibration, automatic exposure control, and real time radiance calibration.
    M7 Must include a flame spectral filter.
    M8 Must have an IP67 enclosure with operational temperature of -20 °C to +50 °C.
    M9 Must come with a calibration report with curves for scene temperature range.
    M10 Must include software for processing data with MATLAB and Python routines including Software Development Kit (SDK).
    M11 Must be able to achieve enhanced high-dynamic-range imaging.
    M12 Must come calibrated for 0°C up to 1500°C with filters in filter wheel for both 50 mm and 25 mm lenses.
    M13 Must support time stamping using computer time, GPS-derived time, and IRIG external time-code input.
    M14 Must have advanced camera triggering functionalities, including Trigger IN/OUT, gating, flagging, and pre-trigger recording.
    M15 The system must include a Camera Link™ frame grabber and full 5 m Camera Link™ cable set compatible with the supplied MWIR camera and acquisition software.
    M16 Must be qualified for mechanical shock in accordance with IEC 60068-2-27 and for broadband random vibration in accordance with IEC 60068-2-64.

    The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.

    The estimated contract period will be 12 month(s), with a proposed start date of 2026/10/30.
