Services for DART Components on Bell type Helicopters: repair, overhaul, exchange (civilian)

Requirement:
Transport Canada's Aircraft Service Directorate (ASD) is an Air Operator and Aircraft Maintenance Organization.

ASD has a requirement for the Repair and Overhaul services (i.e. the “Work”) by the Original Equipment Manufacturer (OEM) or an OEM authorized repair facility for the following fleet:
Bell: 429, 412, 407

Services must cater to DART components installed on the aforementioned, including:
a) Repair;
b) Overhaul;
c) Modification;
d) Advanced Exchange;
e) Testing; and
f) Recertification.

The period of the subsequent Contract is at minimum from date of Contract to 24 months inclusive.

The Work or a portion of the Work to be performed under the subsequent Contract will be on an "as and when requested basis" using a Task Authorization (TA). The Work described in the TA must be in accordance with the scope of the subsequent Contract.

Substantial Information:
Bidders must demonstrate their compliance with the following sections of the bid solicitation by providing substantial information describing completely and in detail how the requirement is met or addressed.

Basis of Selection:
The Bidder must demonstrate that they are:
A. an approved Repair and overhaul Facility for Dart Aerospace components, for the Bell type helicopters operated by Transport Canada; and
B. a Transport Canada Approved Maintenance Organization (AMO) or Federal Aviation Administration (FAA) Approved Repair Station for Dart components installed on Bell type helicopters operated by Transport Canada.

The responsive bid with the lowest evaluated price will be recommended for award of a contract.

This RFP respects the World Trade Organization – Agreement on Government Procurement (WTO-GPA) prescriptions, as it is in compliance with its Article XI — Time-Periods, under sections 1, 2, and 5.
