    Notice of Proposed Procurement

    The Canadian Space Agency (CSA) requires specialized Human Resources Classification Services (EX Level) to support the evaluation, development, and maintenance of executive-level positions.
    These services will provide expert advice and analysis aligned with Treasury Board Secretariat policies to ensure accurate, consistent, and defensible classification outcomes, while supporting effective organizational design and decision-making.
    The requirement includes the provision of senior-level expertise to conduct job evaluations, develop classification documentation, and advise on organizational structures specific to Executive (EX) roles within the Government of Canada.

    The Contractor must provide professional services in support of CSA’s human resources classification and organizational design activities for EX-level positions.
    This includes, but is not limited to:
    • Conducting comprehensive job analysis and evaluation of EX-level positions
    • Developing and revising job descriptions
    • Providing classification recommendations aligned with applicable policies and standards
    • Preparing detailed classification rationale reports
    • Conducting organizational analysis and advising on structure and design implications
    • Supporting internal reviews, audits, or challenges related to classification decisions
    The Contractor must provide two (2) senior-level resources with demonstrated expertise in Government of Canada EX classification.

    3. Procurement Approach
    This requirement is competed among pre-qualified suppliers under the TSPS Supply Arrangement (E60ZT-18TSPS).
    The following bidders have been invited to submit a proposal:
    1. 4Forward Inc.
    2. Diane Brousseau & Associates Inc.
    3. Groupe Intersol Group Ltée
    4. Korn Ferry (CA) Ltd.
    5. TAG HR – The Associates Group Inc.

    4. Evaluation Criteria
    Bids will be evaluated based on:
    • Demonstrated experience in EX-level classification within the federal government
    • Knowledge of classification standards, policies, and frameworks
    • Proven track record in delivering similar services
    • Ability to provide qualified resources and meet timelines

    5. Estimated Value and Timeline
    The estimated value of this requirement is $30,000 per year, with services anticipated to commence in July 2026 for a period of 12 months, with the option to renew for two (2) additional one-year periods.

    Contract duration

    The estimated contract period will be 12 month(s), with a proposed start date of 2026/08/03.
