    Description

    1. ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    2. DEFINITION OF THE REQUIREMENT
    2.1 Objective

    The objective of the sampling program is to gather scientific information needed to carry out Nunavik beluga stock assessment and provide scientific advice relative to demographic trends of Nunavik beluga stocks, in order to support the implementation of management measures where necessary for conservation purposes.

    2.2 Requirement
    2.2.1 Scope of Work

    The Contractor is responsible for providing labor, materials and services necessary to coordinate the collection of data and samples from hunted beluga and biopsies of living beluga in Nunavik for the Department of Fisheries and Oceans Canada (DFO).

    3. CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS)

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    3.1 The supplier must have significant experience coordinating wildlife sampling programs within Nunavik communities.

    3.2 The supplier must be able to communicate fluently in English, French, and Inuktitut both verbally and in writing.

    3.3 The supplier must be capable to issue payments to individuals and organizations within a maximum of four weeks’ notice.

    3.4 The supplier must demonstrate knowledge of beluga management in Nunavik by providing examples of prior work or experience that address its socio-economic, cultural, and political dimensions.
