    THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.

    Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.

    As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.

    Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.

    Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.

    Natural Resources Canada (Geological Survey of Canada Atlantic) has a requirement for the supply of 1 (one) benchtop freeze dryer, mandatory accessories, and associated oil-free scroll vacuum pump to prepare sediment, soil, peat, and other earth materials for laboratory analysis.

    The mandatory technical criteria are:

    M1) Instrument status: The instrument model offered for sale MUST be in full production. No prototypes, demonstration models, or used/refurbished instruments will be considered.
    M2) Warranty, upgrades and service:
    The Bidder MUST provide a minimum one-year warranty on all parts and labour. Please see note in Appendix B.
    M3) Hardware and software upgrades: After the minimum one-year warranty period, the bidder MUST make any hardware and software upgrades available for purchase.
    M4) Manuals: All manuals required for operation and maintenance of the freeze dryer, accessories, and pump, including schematics, MUST be supplied with the instrument.
    M5) Cooling system: The cooling system MUST cool the collector to at least -50° C to allow efficient freeze drying of aqueous samples.
    M6) Capacity: The freeze dryer collector coil MUST hold at least 8 litres / kilograms of ice before defrosting to allow sufficient sample throughput to meet our lab requirements.
    M7) System controls: The freeze dryer MUST include a built-in, real-time display to allow operators to monitor the system temperature, vacuum level, and instrument information (e.g. sample status, diagnostic messages, system alerts, maintenance requirements).
    M8) Custom drying programs: The system MUST provide operators with the ability to develop multiple drying programs optimized for different types of samples.
    M9) Electrical requirements: The freeze dryer MUST be supplied with a standard North American 3-pin plug capable of operating at approximately 120 V and 60 Hz.
    M10) Scroll vacuum pump: The freeze dryer MUST be supplied with a compatible oil-free scroll vacuum pump with a standard North American 3-pin plug capable of operating at approximately 120 V and 60 Hz. An oil-free pump is essential for preventing hydrocarbon contamination of our samples, reducing the environmental footprint of our operations, and for lowering maintenance costs.
    M11) Clear drying chamber: A removable, clear, vacuum-compatible drying chamber MUST be included to allow samples to be viewed and monitored during bulk freeze drying. This MUST be compatible with shelves that fit inside the chamber to hold samples in place during freeze drying.
    M12) Sample shelves: An adjustable shelving unit that fits inside the drying chamber MUST be included to hold samples in place during freeze drying. The shelf height MUST be adjustable to accommodate a wide range of different types of sample containers.
    M13) Wheeled cart: A wheeled cart (with casters) MUST be included to securely support the freeze dryer, vacuum pump, and all mandatory accessories. This cart MUST be strong enough to support the full weight of the loaded freeze dryer and to move it between laboratories as required.

    The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.

    The estimated contract period will be 4 month(s), with a proposed start date of 2023/12/01.
