Intrusion alarm monitoring and maintenance services at Tsawwassen Container Examination Facility (TCEF) in British Columbia

1. Advance Contract Award Notice (ACAN)
An Advance Contract Award Notice (ACAN) is a public notice informing suppliers that Canada intends to award a contract for goods, services or construction to a pre-identified supplier, and invites other suppliers to express their interest by submitting a statement of capabilities. If no other supplier submits a statement of capabilities demonstrating how they meet the set requirements in the ACAN by the closing date stated in the ACAN, the buyer may then proceed with the award to the pre-identified supplier.

2. Requirement Description
The Canada Border Services Agency (CBSA) has a requirement to provide intrusion alarm monitoring and maintenance services at Tsawwassen Container Examination Facility (TCEF) in British Columbia.

2.1 Background
Intrusion alarm monitoring is an important component of maintaining the security of information and assets at all CBSA facilities. The pre-identified supplier currently provides the intrusion alarm monitoring services and CBSA intends to create a new contract to include maintenance services on as needed basis.

2.2 Objective
The objective is to obtain intrusion alarm monitoring and maintenance services from one supplier for efficiency.

2.3 Tasks
1. Program and Maintain the Security System
The Contractor must:
a. Test all alarm points to allow full takeover of the intrusion alarm service and maintenance from previous service provider.
b. Configure and program the existing security panel & monitoring station, as needed.
c. Ensure function of intrusion alarm monitoring system and all components following configuration of security system;
i. Ensure system can detect anyone entering into CBSA’s area.
ii. Ensure control panel can recognize all devices on the system.
iii. Test and verify that the alarm system is fully functional, confirming that if any of the door contacts and/or motion detectors are tripped, they trigger and signal an alarm state;
iv. Verify that the alarm system is capable of sending a signal to a monitoring center (including which zone); and
v. Provide written report to CBSA Operations regarding the system test results and findings.
d. Provide system maintenance services on as needed basis.

2. Provide Alarm Monitoring Services.
The Contractor must:
a. Provide 24 hour monitoring services on the installed alarm system;
i. A back-up system that includes the ability to detect the failure of the primary system.
ii. Active alarm system monitoring. If the system is triggered, the signal must be sent to the Contractor’s designated 24/7 offsite Central Monitoring Station to initiate the specified CBSA response procedure with a call out list which will be provided by the Project Authority on Contract award.
b. Maintain the system’s integrity in the case of the failure to properly deactivate the system (for various reasons which may include unauthorized entry and authorized entry without the proper required codes). The system must allow the following:
i. The CBSA users must be afforded at least three consecutive attempts to deactivate the alarm before the area falls secure which activates the alarm immediately;
ii. The CBSA users must have the means to directly communicate to the Contractor’s Central Monitoring Station in the form of either an intercom or a contact number to obtain details of the alarm in event if the alarm was triggered.
iii. A delay time of thirty (30) seconds for entering and egressing from the space must be programmed before triggering the alarm. CBSA has the right to change the delay time as required.
iv. The CBSA Master User(s) must be able to assign Personal Identification Pins (PIN) for each CBSA level Supervisors and employees.

c. Provide a Central Monitoring Station that includes:
i. 24 /7 monitoring capacity;
ii. Have access control restriction to ensure that only Canada Border Services Agency approved, cleared and authorized individuals have access to the system;
iii. Retain logs for a period of no less than 2 years;
iv. Retain and employ up-to-date alarm response procedures that have been approved by the Canada Border Services Agency.
v. Retain and employ up-to-date procedures for appropriate access to the alarm central system.
vi. Provide Open Close Log upon request by CBSA, complete with details of the time, location, and User ID code(s) within reasonable time.

2.4 Deliverables
The contractor must meet and deliver the following:
a. A fully functioning intrusion alarm monitoring system.
b. Monthly intrusion alarm monitoring services.
c. Maintenance services on as needed basis.
d. Written report on system test results and findings.

2.5 Work Location
a. The contractor will be required on site to complete system configuration and testing.
SITE LOCATION: CBSA Tsawwassen Container Examination Facility at 2929 41B Street, Tsawwassen, British Columbia V4K 3N2
b. The alarm monitoring portion of the work will be conducted at the contractor’s place of work.
c. The contractor may be required onsite for system maintenance services on as needed basis.

2.6 Constraints
a. Reliable Security clearance required, escort needed on premises during installation period
b. Access restriction: - Restriction to CBSA property and information
c. Should there be a CBSA Operations emergency which requires the contractors to stop work immediately, the contractors must comply.
d. Language requirements: - English required
e. Work can be done during business working hours (0700-1500, Mon-Fri) subject to CBSA approval of work schedule that is required to be submitted by contractor prior to starting any work.

3. Evaluation criteria for assessment of statement of capabilities (minimum essential requirements)

Any interested supplier must demonstrate in their statement of capabilities that they meet all the following requirements:

3.1 Ability and experience in taking over intrusion alarm monitoring and maintenance services to an existing intrusion alarm system.
3.2 Ability to meet and deliver the requirements detailed in section 2 - Requirement Description.

4. Trade agreement applicability
This procurement is not subject to any trade agreements.

5. Set-aside indications
This procurement is not subject to any set-asides for Aboriginal Suppliers.

6. Comprehensive Land Claims Agreement
This procurement is not subject to a Comprehensive Land Claims Agreement. The Tsawwassen First Nation Final Agreement (2009) does not contain any direct measures related to procurement obligations, however this agreement does contain provisions related to access to land in Chapter 7.

7. Justification for pre-identified supplier
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.

8. Government Contract Regulations exception(s)
The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6(b) - "the estimated expenditure does not exceed $25,000 for goods or $40,000 for services (GST/HST included)”.

9. Exclusions and /or Limited tendering reasons
No exclusions

10. Intellectual property ownership
Not Applicable

11. Contract period and delivery dates
The proposed contract is for a period of forty-eight (48) months, from July 1, 2026 to June 30, 2030.

12. Cost estimate of the proposed contract
The estimated value of the contract is $28,000.00 (applicable taxes extra).

14. Response procedure
Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in this ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how they meet the advertised requirements.

The closing date and time for accepting statements of capabilities is Monday , June 8, 2026 at 3:00 pm EDT.
