    MODIFICATION : CHANGE TO THE TRADE AGREEMENT CFTA (Canadian Free Trade Agreement)
    *************************************************************************************

    GENERAL
    The Canadian Space Agency (the Agency or CSA) intends to retain the services of a general contractor, qualified to practice in and holding a Quebec permit, to replace existing pumps 06-PER-006 and 06-PER-007 and add a new pump to provide redundancy for the chilled water system in the building located at 6767 route de l’Aéroport, Longueuil, QC, Canada (John H. Chapman Space Centre).

    SCOPE OF WORK
    The purpose of this contract is to replace the existing pumps and add a new pump to provide redundancy for the chiller system in the main mechanical room. The electromechanical documents, sealed by an engineer and prepared by an outside firm (commonly called the plans and specifications), set out the technical requirements and include plans for phased execution to limit service interruptions and maintain the chilled water supply throughout the duration of the work.

    CONSTRUCTION TIME
    The Contractor must perform and complete the construction work no later than March 27, 2026, and provide the subsequent documentation by April 30, 2026.

    CONDITIONAL SET-ASIDE UNDER THE FEDERAL GOVERNMENT PROCUREMENT STRATEGY FOR INDIGENOUS BUSINESS (PSIB)
    This is an open tender. However, it will be conditionally set-aside under the Government of Canada’s Procurement Strategy for Indigenous Business (PSIB) if two or more bids have been received by Indigenous businesses who are certified under the Procurement Strategy for Indigenous Business (PSIB) criteria and who may be listed in the Government of Canada’s Indigenous Business Directory.

    If your Indigenous business is not yet registered in the Indigenous Business Directory, please do so at the link provided above. If bids from two or more Indigenous businesses are compliant with the terms of the Request for Proposal, the contracting authority will limit the competition to those Indigenous businesses and will not consider bids from any non-Indigenous businesses that may have been submitted.

    If the bids from the Indigenous businesses are found to be non-compliant or non-responsive or are withdrawn, such that fewer than two compliant bids from Indigenous businesses remain, bids from all of the non-Indigenous businesses that had submitted bids will then be considered by the contracting authority.
