    Description

    Through this requirement, Transport Canada is seeking a supplier/vendor to provide a systematic approach to converting GUPTA SQLWindows applications to modern web-based applications using .NET, which is Transport Canada's current technology standards. The supplier may use tools, professional expertise and past experiences to convert the applications outlined above.

    Transport Canada uses custom developed HR applications referred to as TIPS (Transport Integrated Personnel System) that is critical to their operations. TIPS is a suite of applications made up of both client server applications for HR professionals, developed in Gupta SQLWindows and web applications primarily for HR users, developed in .NET. As it stands, the client server applications carry a significant risk as they were developed over 20 years ago in a non-standard development environment, Gupta SQLWindows (which is now OpenText Team Developer).

    Transport Canada has adopted Microsoft .NET, and web applications more generally over 10 years ago and our workforce has adapted in consequence. In the last decade, the number of resources able to adequately support the client server applications has dwindled significantly and the level of service has reduced accordingly. To address these gaps and to upgrade these applications to Transport Canada's latest standards, we have a requirement for a proven and systematic approach to convert these applications.
