    Description

    This is a notice of proposed procurement.

    To provide Intermediate and senior Change Management Consultants / Agile Coaches in support of DFO’s agile and product transformation. These coaches are required to provide training and coaching on the agile mindset, agile Leadership, agile practices and frameworks like Scrum and Kanban. They are also required to facilitate agile events, workshops around high-performing teams, planning and estimation and product management and to create new training, workshop and coaching content. They are also required to support and sometimes lead Communities of Practices and cohorts focused on Agile roles such as Product Owner and Scrum Master. While supporting teams and individuals outside of the Agile Centre of Expertise (CoE), there is also a significant need for agile coaching and mentoring to build internal capacity within the CoE. The work must be delivered in both English and French.
    The estimated level of effort is on an as and when required basis up to 250 days per coach per year. Two (2) coaches are required immediately at contract award. A minimum of 10 days per month per coach. Additional days and resources will be determined after contract award. Multiple resources at the senior and intermediate levels will likely be required during the Period of the Contract.

    Bidders must submit one resource for each resource category and level specified.
    The work is not being performed by a contracted resource.

    This requirement is open only to all Supply Arrangement Holders under EN578-170432 who qualified under Tier 2 for the following category:
    P.1 Change Management Consultant
    (ten (10) senior-level resources and ten (10) intermediate-level resources)
    • for suppliers who are SA-holders: first, email only the DFO Procurement Officer on the file and request to be invited. If you are not qualified under the stream(s) and category(ies) required in spite of being an SA-holder, you must then contact PSPC's SA Authority for the TBIPS SA to update your supplier profile. Proof of being added must be provided to the DFO Procurement Officer on the file before the invitation request will be considered.
    • for suppliers who are not SA-holders: contact PSPC's SA Authority for the TBIPS SA to be added for future opportunities.
