    This requirement is open to suppliers who can fulfill the needs as indicated in the Request for Proposal (RFP) included.

    Barring any other conditions or international sanctions, Canadian suppliers, Suppliers of an applicable trading partner and Suppliers of a non-trading partner, are eligible for this solicitation.

    Description of the Requirement:

    The CRA requires a service to accelerate the software delivery within the Application Development Platform – Third Generation (ADP3G). The Solution Provider will provide specialized infrastructure, software and technical guidance aligned with industry best practices for the government.

    Contract Period And Contract Extension Options:

    The period of the Contract shall commence on the date of contract award and continue for one (1) year following the successful delivery and formal acceptance of the GenAI Coding Assistant solution by the Canada Revenue Agency (CRA). Acceptance will be contingent upon the successful completion of the Security Assessment and Authorization (SA&A) process. The official contract end date will be amended accordingly to reflect this one-year period post-acceptance. If the solution fails to successfully complete the SA&A process, it will not be accepted, and the CRA reserves the right to terminate the contract for default without further obligation.

    The irrevocable option will be included in the Contract to extend the term of the Contract by up to two (2) additional one-year periods under the same conditions.

    Estimated Level of Effort:

    The initial quantity of 50 licenses will apply to the initial period of the contract at the proposed tiered price. For any additional quantities (ranging 1 to 250) beyond the initial 50 licenses, the tiered rates applicable at that time will be reviewed based on the specific quantity ordered.
    Optional Periods 1 and 2– Estimated number of licenses ranging 1 to 600.
    CRA reserves the right to purchase additional licenses in any quantity during each contract year at the unit rate submitted.

    Contractor Selection Method
    The CRA will award one (1) contract according to the selection method highest responsive combined rating of technical merit and price. The ratio will be 60% for the technical merit and 40% for the price.

    Submission of Proposals
    Bids must be submitted by using the Connect service provided by the Canada Post Corporation by the time and date indicated on page 1.
    To submit a bid:
    • The Bidder must send a request to the Bid Receiving Unit at the email address below requesting that CRA open a Connect conversation. It is strongly recommended that the Bidder send such request to the BRU at least six business days prior to the solicitation closing date and time. Also refer to Appendix 4: Standard Instructions - Goods or Services - Competitive Requirements.

    • Once the Connect conversation has been opened, the Bidder can submit their bid though the Connect conversation.
    • Bidders must not use their own licensing agreement for Connect to initiate a Connect conversation with CRA.
    Bidders are hereby advised that the Bid Receiving Unit of CRA is available Monday to Friday inclusive, between the hours of 0830 and 1500 EDT excluding those days that the federal government observes as a holiday.
    Due to the nature of this solicitation, electronic transmissions of a proposal by facsimile is not considered to be practical and therefore will not be accepted.

    Proposals must be received no later than 2 p.m. EDT on October 29, 2025.
