REQUIREMENT
Parks Canada’s Central Northwest Territories (CNWT) Field Unit requires a Contractor to execute building envelope retrofits on one (1) staff house located in the community of Fort Simpson, NWT. These single-family style houses are critical to operations of Nahanni National Park Reserve. The goals of the project are to significantly improve the energy efficiency and air tightness of the houses as well as extend the asset life with low maintenance, fire-resistant materials.
The residential building was built in 1963, and consists of a 3-bedroom, 170 square meter, one-storey single family house with a full basement. The house construction consists of concrete strip footing foundation and wall, 38 x 89 (mm) wood frame walls above grade, and wood truss and joists. The exterior siding of the house is clad with wood siding and asphalt shingle roofing.
The scope of the retrofits [for each unit] includes, but is not limited to:
- Demolition of existing envelope including wood siding, substrate, existing windows and doors, asphalt shingles and roof insulation;
- Demolition of existing furnace; and mechanical upgrades including new oil fired furnace and new heat recovery ventilator (HRV) system;
- Associated upgrades required to electrical system;
- New envelope: drain mat, rigid insulation, waterproofing membrane to walls below grade; new air barrier to exterior walls above-grade, plus rigid insulation, fire-resistant siding/ cladding; fiberglass windows, new exterior doors; metal panel roofing / cladding, including waterproofing membrane; and new insulation in the attic.
- Air tightness performance will be tested at milestones through construction;
- All architectural, structural, mechanical, and electrical work to be provided in detail via issue for tender drawings and specifications, which will be shared with Bidders at Stage Two of the solicitation.
TWO STAGE SELECTION PROCESS
This posting is the Stage Two of a two-stage solicitation process: the first stage was to evaluate the qualifications of all interested suppliers. The second stage (Stage Two) is to invite the qualified suppliers to provide further qualifications and a financial bid on the project based on the specifications and drawings.
Only qualified suppliers have been invited to bid.

The estimated contract period will be 7 month(s), with a proposed start date of 2026/08/17.
