Policy on Reciprocal Procurement: This solicitation is open only to Canadian suppliers and to Suppliers of an applicable trading partner).
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: Lowest priced compliant bid.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.
Comprehensive Land Claim Agreement: This procurement is not subject to a Comprehensive Land Claims Agreement.
Security Requirements: This contract standing offer does not include security requirements.
Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada has a requirement to provide shuttle services for employees employed at CSC, Regional Headquarters, 33991 Gladys Avenue, Abbotsford, BC.
Objectives: A shuttle service is required to shuttle employees to and from 1225 Sumas Way, Abbotsford to 33991 Gladys Avenue, Abbotsford, BC at 30-minute round trips from 0645 hrs to 1645 hrs.
Deliverables:
• The Contractor must provide round trip shuttle service for up to 150 CSC employees at 30 minute round trips from 0645 to 1645 hrs daily form Sumas Way to Gladys Avenue, Abbotsford, BC.
• The Contractor must provide the shuttle services Monday to Friday except Federal Government Statutory Holidays.
• The Project Authority will advise the Contractor, in writing, of any changes to the shuttle schedule or pick-up/ and drop-off locations at least three (3) working days prior to the date the changes will take effect. All changes must require the prior approval of CSC’s Project Authority.
• The Contractor must provide one (1) or more shuttle bus(s) to meet the following requirements:
a) Shuttle buses must not be more than five (5) years old at any time during the entire period of the contract;
b) Shuttle buses must have passenger access on the right side of each vehicle;
c) Shuttle buses must be equipped with steps, permitting easy ingress and egress on the right side of each vehicle;
d) Shuttle buses must provide an interior clearance height of at least 75 inches (190cm)
e) Shuttle buses must be equipped with wheelchair lift access and located on the right ride or back of the vehicle. The Contractors shuttle buses must meet the following minimum wheelchair requirements:
• Rated load capacity: 346 kg (800 lb)
• Platform Width: 838 mm 33 in
• Effective length of platform: 1270 mm 50 in
• Mandatory manual auxiliary system
• Mandatory Anchoring device for wheelchairs
• Drivers must be fully trained in the safe operation of the wheelchair lift and in the proper securing of the wheelchair or scooter occupant as required;
f) When a CSC employee requires wheelchair lift access, the contractor must ensure that the shuttle bus Operators bring their shuttle bus closer to the buildings to facilitate access.
g) Shuttle buses must be equipped with functioning seats and seat belts;
h) Shuttle buses must be equipped with luggage storage areas for gym bags and luggage requirements;
i) Shuttle buses must have functioning air conditioning systems for use during warm weather periods and functioning hot air heating for use during cold weather periods. The Contractor must ensure temperature inside the shuttles is kept within an acceptable range between 20 and 23 degrees Celsius;
j) If a shuttle bus becomes unserviceable, the Contractor must provide a replacement shuttle bus of equal standard or better;
k) The Contractor must properly maintain and service the shuttle buses within manufacturer’s specifications to reduce the potential for breakdowns;
l) The Contractor must clean the shuttle buses on a daily basis to ensure an acceptable level of cleanliness (including, but not limited to removing garbage, wiping dirty surfaces vacuuming carpets as needed) to ensure hygiene and safety are maintained;
m) Shuttle buses must have valid vehicle safety certificates, registration and insurance in accordance with all applicable Federal, Provincial (British Columbia), and Municipal Regulations and Legislation for the duration of the contract;
n) Shuttle buses must only pick up and drop off passengers at designated stops;
o) Shuttle buses must adhere to the set schedule and adjust to meet timings;
p) In the event of a vehicle breakdown, accident or delay, the Contractor must immediately notify the Project Authority and advise them of the interruption in service. The Contractor must provide a replacement shuttle if there is a vehicle breakdown so there is no interruption in services;
q) CSC reserves the right to make changes to the Departures Schedule.
r) CSC reserves the right to modify the pick-up and drop-off locations in the Abbotsford area during the contract period;
s) The Contractor must purchase gas, oil, insurance and pay for parking charges, parking tickets, vehicle maintenance and any other costs related to this contract;
t) The Contractor must provide dedicated, licensed Operators and back-up licensed Operators as required.
u) The Contractor must ensure that the shuttle bus Operators meet the standards of the profession, be courteous and professional at all times, and provide quality service;
v) The Contractor must ensure that the shuttle bus Operators have passed criminal records check and at any time during the entire period of the contract, must not have been convicted or found guilty within the preceding five (5) years of any offence under the Criminal Code of Canada;
w) The Contractor must ensure that back-up Operators are available in case of illness or vacation for the entire period of the contract;
x) The Contractor must ensure that Operators show the provincial vehicle safety certificate upon request;
y) The Contractor must ensure that all passengers produce a valid CSC issued identification card upon request;
z) The Contractor must ensure that Operators verify passengers’ identification passes (the Project Authority will provide samples);
aa) The Contractor must ensure that Operators wear clothes and other apparel that are clean and suitable for a business environment;
bb) The Contractor must ensure that Operators have a cellular telephone (or similar device) while operating a shuttle bus, in case of emergency and to ensure smooth and efficient service;
cc) The Contractor must ensure that Operators keep the aisles in shuttle buses clear at all times. The Operators must not permit passengers to stand inside the shuttle when it is in operation;
dd) The Contractor must ensure that shuttle buses are not left to idle at designated shuttle stops while stopped and waiting for the next departure, while the Operator is not on board or beyond a three (3) minute warm-up or cool down period, or both;
ee) The Contractor must ensure that Operators do not leave ignition keys on board the shuttle buses at designated shuttle stops while the Operator is not on board;
ff) The Contractor must ensure that shuttle buses are not parked at designated shuttle stops during Operator breaks;
gg) CSC’s Project Authority must be advised immediately of any problems encountered with the clients using the shuttle service. The Contractor must submit a written letter or report providing a detailed account of any situation if a problem arises, within two (2) business days following the day the problem occurred.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Contract and Time Frame for Delivery: Period of the Contract: The Work is to be performed during the period of September 15, 2025, to September 14, 2027, with the option to renew for one (1) additional one-year period.
