    Description

Environment and Climate Change Canada has a requirement for an aethalometer to measure BC and BrC absorption for laboratory and field studies.

    Mandatory Technical Criteria:

The following requirements are the mandatory technical evaluation criteria which will be evaluated during the Bid Evaluation. In addition, the Contractor will be required to meet all of the mandatory technical requirements for the duration of the Contract. Bidders are requested to cross reference the mandatory technical criteria in a concise format by using page, paragraph(s) & sub-paragraphs as applicable to their supporting technical documentation.

Item Criteria Reference to substantiation in the Technical Bid
M1 Must include a field deployable aethalometer to measure aerosol absorption at multiple wavelengths (from the ultraviolet to the near-infrared) simultaneously.
M2 Must be able to provide continuous data for eliminating the filter loading effect
M3 Must include an inlet cyclone/impactor for measuring aerosol absorption in PM1 and PM2.5
M4 Must include a dryer with a pump for continuously conditioning the sample flow
M5 Must include a calibration kit to validate the optical performance of the instrument
M6 Must have USB ports, digital data ports, and Ethernet for data transfer
M7 Must be able to measure aerosol absorption at 9 different wavelengths or more between 340 nm and 950 nm simultaneously.
M8 Must be able to measure aerosol absorption at 3 different wavelengths or more between 340 nm and 450 nm simultaneously for BrC characterization
M9 Must be able to provide aerosol absorption measurement at <= 1-minute time resolution
M10 Must have a sensitivity of BC <=10 ng/m3 at 1-minute time resolution
M11 Must include an internal pump for sampling the ambient air <= 5 LPM
M12 Must be able to measure the relative humidity of the sample flow and in the measuring compartment
M13 Must have internal data storage capable of storing >5 years of 1-minute resolution data.

    Contract duration

The estimated contract period will be 4 month(s), with a proposed start date of 2025/12/01.
