INSTRUMENTATION & TEST REAGENTS FOR HEMOGLOBIN A1C ANALYSIS & HEMOGLOBIN VARIANT

Newfoundland and Labrador Health Services (NLHS) is administering this Request for Proposals (RFP) on behalf of Pathology and Laboratory Medicine Program to submit proposals for a long-term partnership with a laboratory analyzer and reagents for hemoglobin (A1C) testing.

For this RFP it is possible to apply for one or both testing scenarios. Scenario A will result in a contract provided specifications can be met. Scenario B will only result in an award if the proposal is more competitive than running the test on our primary chemistry system. Vendors may make proposals for either or both Scenario A and B. If the successful vendor for Scenario B also meets requirements for Scenario A, the competition will be awarded in its entirety to the successful applicant.

The term of the agreement will be for a contract period of Five (5) years with an option to extend for an additional two (2) additional one (1) year terms.

The agreement will be for a lease of testing equipment, not out-right purchase of the instrument.

To achieve desired timelines and contract intervals, the solution proposed must be Health Canada approved, company must commit to installation and go-live prior to Dec 31st, 2023.
Proposal should be in accordance with the specifications and requirements set out in this RFP, as well as the Public Procurement Act.
