    Description

    TPS is accepting submissions for RFQ No. 1848863 – 25 for the Supply and Delivery of Uniform Clothing for the Toronto Police Service (TPS) and Participating Agencies.

    Closing Time

    Electronic submissions will be accepted until 1:00:00 p.m. Tuesday, October 28, 2025, as per the electronic bid clock identified on MERX.

    Submission Requirements

    Bids must only be submitted through the MERX Electronic Bid Submission (“EBS”) System (www.merx.com). Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Any Bid submitted after the submission deadline will be rejected.

    Scope of Work

    This RFQ, issued by the TPS, seeks to establish a Vendor of Record (VOR) for the provision of uniform clothing to the TPS and Participating Agencies. Required uniform items include, but are not limited to, trousers, tunics, breeches, ceremonial outerwear, maternity wear, dress shirts, business suits, and other items. Full list of items and specifications can be found in Part A (Table A)  and Part B (Table B).

    Participating Agencies

    This Bid is being called by the TPS as the Lead Agency on behalf of the Participating Agencies. For this Bid, the TPS is the legal entity that facilitates and prepares this Bid document. It must be clearly understood that by submitting a Bid in accordance with this document, the respective Bidder agrees that interested Participating Agencies may review the respondent’s Bid document. If Participating Agencies' members choose to participate in this contract, each participating member will issue its own contract or purchase order, including delivery location(s), invoicing, terms of payment, and contact(s).
    The following Participating Agencies (PCPG and CPG members) have indicated an interest in participating in this RFQ process at the time when issued and provided their requirements and annual quantities:
    PCPG: Peel Regional Police, Toronto Police Service, York Regional Police, London Police, and Hamilton Regional Police.
    CPG: Toronto Fire Service; Toronto Paramedics Services.

    MANDATORY FORMS SUBMISSION

    Mandatory Bid Submission Forms are: 
    • APPENDIX A - MANDATORY REQUIREMENTS FORM (Evaluated)
    • APPENDIX B – PRICING SUBMISSION FORM (Evaluated)
    • APPENDIX C - PROVISIONAL PRICING FORM (Not Evaluated)
    In addition to the mandatory Bid Submission Forms, the following completed forms to be submitted:
    • Section 1 - TPS Policies Form
    • Section 2 - Environmentally Responsible Procurement Form
    • Section 3 - Declaration Form
    • Section 4 - Key Personnel form
    • Section 5 - Bidder’s Experience in Similar Work Form
    Contract Term

    The term of this contract is for a three-year period commencing upon the award of the contract. TPS reserves the right to renew the contract for an additional two one-year periods.

    Non-Exclusivity

    The creation of this RFQ shall not be a guarantee of exclusivity.

    PIGGYBACK

    The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the price submission form if they will extend the pricing, terms and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor. The Vendor agrees to this provision, and participating agencies may enter into a Contract with the Vendor for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating agencies. Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) to review prior to participating.
