CBC/Radio-Canada is seeking to establish Letter(s) of Standing Offer for on-demand First Aid Training Courses to CBC/Radio-Canada’s employees, in both official languages.
To ensure robust service delivery, operational continuity, and competitive pricing throughout the duration of the Standing Offer(s), CBC/Radio-Canada intends to award up to two (2) Standing Offers based on geographical regions:
Proponents who may not have national coverage are encouraged to participate. Please note that "CBC/Radio-Canada reserves the right to engage additional suppliers should the selected proponents be unable to provide full geographic coverage of the territory."
An Agreement resulting from this RFP shall be for three (3) years with three (3) irrevocable option(s) for CBC/Radio-Canada to renew for two (2) year period(s).
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFP are as follows:
CBC/Radio-Canada is seeking suppliers for two distinct categories:
The selected suppliers will be responsible for coordinating and delivering basic and standard First Aid training courses to employees at various locations across the country.
The supplier shall manage all logistical requirements, including travel and onsite presence, for each of the locations for which they have submitted a bid. All travel-related expenses shall be borne by the supplier and will not be subject to reimbursement
2. MANDATORY REQUIREMENTS:
This RFP is open only to Proponents who meet each of the following mandatory requirements.
Supplier must provide concise responses to all requirements while limiting the length of each response. Indicating “Compliant” is not a complete answer and further detail is required to support the claim that the Proponent currently meets each of the requirements.
A.3.1 Service Delivery Locations
The Proponent must be capable of delivering training services according to the following location requirements:
(CBC/Radio-Canada Premises): The Proponent must provide onsite training services at CBC/Radio-Canada location in Toronto.
A.3.2 Linguistic prerequisite
The Proponent must ensure the following linguistic compliance based on the selected category:
● Category A (Province of Quebec): all training sessions and related services must be provided in French.
● Category B (Rest of Canada): all training sessions and related services must be provided in English.
A.3.3 Training Materials
In accordance with regional linguistic requirements, all training materials, manuals, and instructional support must be provided in the language of delivery (French for Quebec and English for the rest of Canada).

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
5. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than April 1st, 2026, at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
