Provision of Consulting Services for Cooling Tower Upgrade

This Request for Services (the “RFS”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, Capital Project Planning and Delivery (“CPPD”), to prospective Pre-Qualified Suppliers to submit proposals for Provincial Office Building Cooling Tower Upgrade as further described in The Statement of Work (Appendix 1) (the “Services”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Contact the RFS Contact by email with any questions relating to this Request for Services (RFS). Manitoba will inform Pre-Qualified Suppliers about any changes to this RFS on MERX before the submission deadline via an addendum.

The Pre-Qualified Suppliers are solely responsible for being aware of, and informing themselves about, any changes to RFS. Pre-Qualified suppliers and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFS Contact, concerning matters regarding this RFS. Failure to adhere to this rule may result in the disqualification of the Pre-Qualified Suppliers and the rejection of the proposal.

An optional site visit has been scheduled as follows:
Location: 25 Tupper Street North, Portage La Prairie, Manitoba
Date and Time: March 30, 2026 10:00 AM central time

Proponents are to meet at main lobby prior to 10:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project manager at Amrith.Kumar@gov.mb.ca by 2:00 PM on March 27, 2026.

Attendance at the site visit will be confirmed and recorded. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFS Contact.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFS Contact has provided the information in writing.

Deadline for questions April 8, 2026. All questions must be submitted tothe RFS Contact at bids@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is April 15, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
