This RFP includes the following two streams. Proponents must clearly identify in their proposal which stream(s) they are proposing to cover.

- Optional life for the employee, spouse and children;
- Basic Long Term Disability;
- Optional Long Term Disability top up coverage;
- Extended Health Care (with or without Hospital depending on Divisions);
- Basic dental;
- Optional dental (Major & Orthodontic);
- Optional hospital (for Divisions where Hospital is not included as part of the Extended Health Care);
- Health Care Spending Account;
- Optional Accidental Death & Dismemberment (AD&D);
- Provincial coverage replacement; and
- Telemedicine services.

This RFP includes the following two streams. Proponents must clearly identify in their proposal which stream(s) they are proposing to cover.
- Stream 1: Basic employee and retiree life, dependent life, optional life for employees, spouses and children, basic LTD, optional LTD top-up coverage, extended health care, basic dental, optional dental, optional hospital, health care spending account, optional AD&D and provincial replacement coverage.
- Stream 2: Telemedicine services.
