Provision of Construction Services for a New Washroom/Shower Building

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Environment and Climate Change, Parks and Trails Branch (“ECC”) to prospective General Contractors to submit proposals for the construction of a new washroom/shower building in Wekusko Falls Provincial Park Campground as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

The work is being done in Wekusko Falls Provincial Park Campground, Manitoba. Work site location will be partially occupied during construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:

Proponents are to meet at the existing washroom building prior to 10:30 AM to sign the site attendance sheet.

Wekusko Falls Provincial Park is approximately 700km North of Winnipeg near Snow Lake Via Highway 6 North, Highway 39 West and PR 392 North. See Map on the RFS:

Proponents are to pre-register by email to the RFP Contact at bids@gov.mb.ca.
Deadline for registration is 3:00 pm on May 6, 2026.
Proponents are not entitled to rely on information received from Manitoba’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing
