    Description:
      1. Description of Deliverables
    The RFP is an invitation to submit offers for everything required including all skilled labour, tools, materials, equipment for exterior window washing services for 105+ buildings, including student residences on Western’s main campus, as well as various buildings off-site (e.g. Brescia, Research Park, Collider, WINDEEE, Fraunhofer, ICFAR, ESW, etc.)The  buildings have many diverse purposes and vary in physical structure, as further described herein.

    Although this RFP is facilitated specifically for Facilities Management, other Western faculties or departments may be interested in the services offered in the future.  As such, it is expected the successful Proponent will provide the services of this RFP to all Western faculties and departments.

    Due to building/construction, location, or other various factors the scheduled interval of window washing may change for some buildings.  For example, Western won’t wash a building’s windows if there is construction happening next door.  We may also choose not to wash a building’s windows after a few years, if the condition is still favorable.

    2.1.1      Current Environment
    Some roof anchors are not certified or may not be installed on certain buildings. Facilities Management is working with Facilities Development Engineering on possible solutions for these buildings in question, and we would need flexibility from the successful vendor on creative solutions to service these spaces. This might include the need to use other equipment, tools or technology.  In these cases, additional safety precautions must be followed.

    2.1.2      Goals and Expectations of the Service
    Western’s goals and expectations are:
    • Service Provider to provide high quality results and customer satisfaction
    • Service Provider to provide minimal issues or interruptions to clients’ schedules
    • Service Provider to provide professional and trained staff
     
        1. Specifications of Goods and Scope of Services
    1. Window Cleaning Specifications

    Work should include but not be limited to the following:
        • Cleaning of all exterior windows and window frames – cleaning may include but is not limited to washing, power washing, spraying, scraping, wiping, dusting, scrubbing and drying;
        • Cleaning of all window surfaces with an approved glass cleaning solution (eco-friendly) – cleaning may include but is not limited to washing, spraying, scraping, wiping, dusting, scrubbing and drying;
        • Remove any stubborn spots or marks with an approved glass cleaning solution;
        • Cleaning and drying of all window and sill surfaces with the use of squeegee and cloth;
        • Finished windows must be smear and streak free and sill to be clean and free from any spots and splashes;
        • Safety harness and secured tools to be used when cleaning in high areas as per Western’s safety policies and procedures and WSIB regulations.  Proponent employees must possess Working at Heights Certificates. The Proponent must be familiar with all current legislations pertaining to the work and will be responsible to follow and enforce such legislations;
        • Safety notices and roped off areas must be posted and clearly marked when working over a traffic area to ensure public are directed around the work site;
        • All employees of the Proponent are to have appropriate uniform and photo identification badges;
        • All employees of the Proponent must be covered by the Proponent’s insurance; and
        • All Proponent’s equipment such as ladders, scaffolding, ropes, etc., must be secured when not in use, and removed when not in use.
     
      1. Environmental
    Environmentally preferable cleaning supplies and equipment criteria.
       
      1. Project Deliverables
    The purpose of this process is to assist Western in selecting a Proponent with the right product mix, service capability and experience to efficiently and cost-effectively supply quality exterior window cleaning services including labour, supplies and equipment. Western is looking to achieve, but not limited to, the following:
     
    1. Provide all necessary labour, supplies and equipment;
     
    1. Include all overheads covering and not limited to licenses, transportation, environmental protection and safety measures, sub-contractors, etc.;
     
    1. Mobilization and traffic control are included to enable this work to be carried out effectively, efficiently and safely;
     
    1. Include all equipment/lift rental needed to provide the service;
     
    1. Ability to provide service to “Working Buildings” to be included;
     
    1. Ability to plan, schedule, coordinate and assure effective performance;
     
    1. Provide environmentally preferred cleaning supplies; and
     
    1. Any other costs and expenses.

    All Services to be completed must be accepted best practices for high quality and sustainable window cleaning services.
     
      1. Facilities
    The Proponent will coordinate with the building managers to gain access and ensure safety when providing the work during the cleaning schedule. On an annual basis, Western will provide the Proponent with a list of buildings to complete in the spring, summer and fall of each contract year.

    Western has the following facilities that may require service in 2026/2027/2028. List may not be all-inclusive.  Not all buildings will require service on an annual basis. Most buildings require service on a rotating basis (e.g. every three years).  Buildings may be added or deleted to the contract by Western as required throughout the contract term.  Please see Attachment 1 – Western Campus Buildings and Attachment 2 – Map of Western Campus.
