Description
1. SUMMARY OF REQUIRED GOODS/SERVICES:
CBC/Radio-Canada is committed to electrifying our mid-size fleet (approx. 600 vehicles) and providing charging infrastructure across our facilities across all Canada. To ensure the success of this transition, we require specialized consultant(s) or firm(s) to provide expert guidance on contract negotiations, technical implementation, software configuration, and regulatory reporting. This engagement is designed as a multi-year partnership to ensure long-term scalability and compliance.
While CBC/Radio-Canada’s preference is to award a single contract to a firm or consultant that demonstrates comprehensive expertise across all areas, CBC/Radio-Canada reserves the right to award one or multiple contracts to different specialized partners to ensure the highest level of expertise across all project workstreams.
The resulting contract will be established as a Bank of Hours (Retainer-based) agreement. The initial term will be for one (1) year, with three (3) subsequent one-year renewal options (1+1+1), exercisable at the sole discretion of CBC/Radio-Canada. Services will be requested on an "as and when required" basis, with no minimum volume commitment.
For each specific task or work order, the Proponent shall provide a written estimate of hours, which must be pre-approved by CBC/Radio-Canada before work commences
2. TO OBTAIN THE RFP DOCUMENTATION

3. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada prior to obtaining the RFP documentation must be undertaken by e-mail only, addressed to the CBC/Radio-Canada Representative, whose co-ordinates appear below. All e-mails pertaining to this RFP must state the RFP reference number (RFP# L20260318 Electric Vehicle (EV) Charging Infrastructure Advisory & Implementation) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Proponents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFP documents. If so, or if there is any doubt about the meaning of any part of this RFP, must submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFP Process of the main document.
CBC/Radio-Canada reserves the right, at its discretion, to answer only those questions submitted through MERX.
4. RECEIPT OF PROPOSALS
Proposals must be received by CBC/Radio-Canada, via electronic submission to the MERX Website (www.MERX.com) no later than May 27th, 2026 at 8:00:00 pm, Eastern Time.
The Proponent has the sole responsibility for the timely receipt of a Proposal by CBC/Radio-Canada. The Proponent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Proposal, whether the time indicated on such clock is accurate or not.
Partial Proposals, amendments or revisions which are received after the date and time for the RFP Submission Closing Date will not be accepted.
This procurement is subject to Chapter Five (Government Procurement) of the Canadian Free Trade Agreement (CFTA).
CBC/Radio-Canada retains the right to negotiate with Proponents on any procurement.
