    Description
    This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Public Service Delivery, on behalf of the Owner of the project, Manitoba Housing and Renewal Corporation (MHRC) (“Owner”) to prospective Contractors to submit proposals for roof replacement as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

    In consideration of Manitoba’s procurement policies and applicable trade agreements, for this Solicitation, preference will be given to Canadian suppliers who have submitted compliant submissions meeting all essential requirements of the solicitation. Manitoba may re-issue this tender at its sole discretion.

    Manitoba and the Contractor acknowledge and agree that, upon contract award, the Contractor shall collaborate with Manitoba to identify and procure an alternative product in cases where a non-Canadian manufactured product has been proposed. Alternative products made in Canada will be preferred and must be equivalent in quality and performance to the originally specified product, where possible. Any cost variances shall be substantiated with supporting documentation, including invoices and receipts.

    The work is being done in various locations in Churchill, Manitoba. Work sitelocations will be occupied during construction.

    Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

    A site visit is optional, and none is currently scheduled. However, if Proponents wish to view the sites, an appointment may be arranged by contacting the RFP contact by email at bids@gov.mb.ca.

    Proponents are not entitled to rely on information received from the Owner’s representatives or other third parties, unless the RFP Contact has provided the information in writing.

    Any questions should be submitted in writing to the RFP contact and will be addressed through an addendum.

    Deadline for questions May 21, 2026. All questions must be submitted to the RFP Contact at bids@gov.mb.ca. Manitoba will only address questions that were sent to this email address.

    Bid submission deadline is June 4, 2026 at 4:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
