    2027-3002 PART A & PART B (Discretionary)

    Project Overview:

    This two-part assignment comprises of a Detailed Design (DD) Technical Review and Report (Part A) and Contract Administration (CA) Services (Part B) related to the construction of the new Grand River Bridge on a new alignment, extending from 0.7 km east of Riverbend Drive to 0.1 km east of the Bridge Street Connection in the City of Kitchener, within the Regional Municipality of Waterloo.

    Part A: Detailed Design (DD) Technical Review and Report 

    Part A encompasses the DD Technical Review of the design/tender package for Part B and report.  

    Part A is guaranteed to the successful proponent and requires Key Personnel (Project Manager and Contract Administrator) and Technical Support Staff for DD package evaluation. Key Personnel and Technical Support Staff must draw upon previous experience, participate in the DD evaluations, attend meetings, review documents; tender items; schedules; drawings; specifications; reports, and provide written comments or recommendations to enhance the overall quality of the final Contract Documents in a formal report.  Participation in the DD evaluation of the assignment is required before the Part B award phase of the construction contract.

    As a minimum, the Project Manager must have demonstrated a minimum of 10 years of experience as a Construction Project Manager.  This experience must include managing a construction season on 4 or more similar MTO or municipal projects or equivalent with at least 2 having a value of $50,000,000.00. The Project Manager for Part B must be the same as utilized for the DD evaluation component from Part A.

    As a minimum, the Contract Administrator must have demonstrated a minimum of 10 years of experience as a Contract Administrator. This experience must include administering 4 or more similar MTO or municipal projects or equivalent with at least 2 having a value of at least  $50,000,000.00. The Contract Administrator for Part B must be the same as utilized for the DD evaluation component from Part A.

    As a minimum, the Technical Support Staff (not including juniors) for CA services must have demonstrated experience on 3 or more similar MTO or municipal projects or equivalent. The Technical Support Staff for the DD evaluation component must be the same for Part B.

    Technical Support Staff must be included during the contract package review, including Contract and Documentation Quality Auditors, Highway Engineering Specialists, Environmental Specialists, Structural Specialists and Foundation Specialists. Details and requirements are subject to change and will be provided in the Request for Proposal to successful short-listed Expression of Interest (EOI) proponents.

    Part B: Grand River Bridge Contract Administration

    Part B involves the CA of the Grand River Bridge, including clearing, grubbing, earth excavation, grading, drainage, granular base, hot mix paving, structural, foundations, electrical, landscaping, and in-water works to facilitate the extension of the new Highway 7 roadway alignment. Part B follows the Construction Manager General Contractor (CMGC) process for the design, bid and build phases of the project, with construction anticipated to begin on January 1, 2027, and conclude by November 24, 2030, subject to changes or termination.

    Awarding Part B is contingent upon the successful completion and satisfactory performance of the detailed design and contract tendering. MTO reserves the right to delay the start of Part B for up to one year or terminate Part B without compensation. Part B requires Key Personnel (Project Manager and Contract Administrator) to provide technical expert services for CA, starting once the construction contract is awarded and the construction phase commences. 

    As a minimum, the Project Manager must have demonstrated a minimum of 10 years of experience as a Construction Project Manager.  This experience must include managing a construction season on 4 or more similar MTO or municipal projects or equivalent with at least 2 having a value of $50,000,000.00. The Project Manager for Part B must be the same as utilized for the DD evaluation component from Part A.

    As a minimum, the Contract Administrator must have demonstrated a minimum of 10 years of experience as a Contract Administrator. This experience must include administering 4 or more similar MTO or municipal projects or equivalent with at least 2 having a value of at least  $50,000,000.00. The Contract Administrator for Part B must be the same as utilized for the DD evaluation component from Part A.

    As a minimum, the Technical Support Staff (not including juniors) must have demonstrated experience on 3 or more similar MTO or municipal projects or equivalent.

    Specialty plans for the following Technical Support Staff must be included: Environmental Monitoring, Indigenous Communities liaison Specialist, Various Structural Specialists (General, Post-Tensioning, Segmental CIP Construction), Various Foundations Specialists (General, Shaft Quantitative Inspection Device testing or Crosshole Sonic-Logging), Hydrogeology Specialists, Grade/Sewer Inpsectors, Electrical Inpsectors.
