    Description
    Title: Professional Consulting Services for Development and Implementation of a Real-time Coagulant Optimization System at The Water Treatment Plant 

    D4. SCOPE OF SERVICES
    D4.1 The Services required under this Contract shall consist of model development, hardware deployment, and operator training for a real-time chemical optimization system at the City of Winnipeg Drinking Water Treatment Plant, for the period from award of contract until December 31, 2028, in accordance with the following:
    (a) Recommendation System Development and Deployment in accordance with D6;
    (b) Quarterly Model Reviews in accordance with D7
    (c) Model Retraining in accordance with D8
    D4.1.1 The Services required under D6, D7 and D8 shall be in accordance with the City’s Project Management Manual https://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#3 and templates http://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#4 . Notwithstanding the foregoing, the Consultant is being engaged by the City for their professional expertise; the Consultant shall bring to the Consulting Contract Administrator’s attention any aspect of the City’s Project Management Manual or templates which the Consultant is of the opinion is not consistent with good industry practice.
    D4.1.2 Where the Services required include Contract Administration, Consultants shall pay particular attention to the revisions to Section 9.19 and 9.20.1 of the City’s Project Management Manual in Addendum #8. https://winnipeg.ca/infrastructure/asset-management-program/templates-manuals.stm#3
    D4.2 The following shall apply to the Services:

    o Alkalinity – weekly samples (2025 only)
    • DAF Clarifier Operation
    o Flow – online hourly data
